1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Health Facilities Planning Act is
5 amended by adding Section 12.6 as follows:
 
6     (20 ILCS 3960/12.6 new)
7     Sec. 12.6. Review of long term care bed need methodology
8 and analysis of township level bed need.
9     (a) This Section applies with respect to health care
10 facilities licensed under the Nursing Home Care Act only.
11     (b) Pursuant to subsection (19) of Section 25 of the Older
12 Adult Services Act, the Board shall review the existing Bed
13 Need Methodology for Long Term Care, updating the assumptions
14 used to establish the methodology to make them consistent with
15 modern older adult services. The review shall include
16 assessment of (i) the Bed Need Methodology for Long Term Care
17 used by other states and methodologies recommended by experts
18 in the field, (ii) published surveys of individuals age 65 and
19 older regarding their long term needs and preferences, and
20 (iii) demographic data of bed usage in Illinois. Revisions to
21 the existing Bed Need Methodology also shall take into account
22 not only long term bed usage but short stay usage as well.
23     (c) The Board shall conduct a bed need analysis on the

1 township level, using the revised Bed Need Methodology for Long
2 Term Care, to ensure that an adequate number of beds is
3 available on a community basis and that those individuals in
4 need of short term and long term nursing home stays are not
5 isolated from their families. The analysis also shall take into
6 account the needs of religious and ethnic groups.
7     (d) Revisions to the existing Bed Need Methodology for Long
8 Term Care and the township level bed need analysis shall be
9 completed in collaboration with the Nursing Home Conversion
10 Subcommittee of the Older Adult Services Advisory Committee to
11 reduce duplication of efforts, to ensure efficient use of staff
12 time, and to ensure consistency in outcomes.
 
13     Section 99. Effective date. This Act takes effect upon
14 becoming law.
