SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.719 new
625 ILCS 5/3-684 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the United Auto Workers' Fund as a special fund in the State treasury. Provides for the issuance of United Auto Workers license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and at renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the United Auto Workers' Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the United Auto Workers' Fund shall be paid as grants for charitable purposes supported by the Illinois local unions affiliated with the United Auto Workers.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.719 as follows:
 
6     (30 ILCS 105/5.719 new)
7     Sec. 5.719. The United Auto Workers' Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-684 as follows:

11     Sec. 3-684. United Auto Workers license plates.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as United Auto
15 Workers license plates. The special plates issued under this
16 Section shall be affixed only to passenger vehicles of the
17 first division or motor vehicles of the second division
18 weighing not more than 8,000 pounds. Plates issued under this
19 Section shall expire according to the multi-year procedure
20 established by Section 3-414.1 of this Code.
21     (b) The design and color of the special plates shall be

1 wholly within the discretion of the Secretary. Appropriate
2 documentation, as determined by the Secretary, shall accompany
3 each application. The Secretary may allow the plates to be
4 issued as vanity plates or personalized plates under Section
5 3-405.1 of this Code. The Secretary shall prescribe stickers or
6 decals as provided under Section 3-412 of this Code.
7     (c) An applicant for the special plate shall be charged a
8 $25 fee for original issuance in addition to the appropriate
9 registration fee. Of this fee, $10 shall be deposited into the
10 United Auto Workers' Fund and $15 shall be deposited into the
11 Secretary of State Special License Plate Fund, to be used by
12 the Secretary to help defray the administrative processing
13 costs.
14     For each registration renewal period, a $25 fee, in
15 addition to the appropriate registration fee, shall be charged.
16 Of this fee, $23 shall be deposited into the United Auto
17 Workers' Fund and $2 shall be deposited into the Secretary of
18 State Special License Plate Fund.
19     (d) The United Auto Workers' Fund is created as a special
20 fund in the State treasury. All moneys in the United Auto
21 Workers' Fund shall be paid, subject to appropriation by the
22 General Assembly and approval by the Secretary, as grants for
23 charitable purposes sponsored by Illinois local unions
24 affiliated with the United Auto Workers.
