HOUSE RESOLUTION

 
2    WHEREAS, The New Strategic Arms Reduction Treaty (New
3START) reestablishes U.S. leadership on global
4non-proliferation of nuclear weapons; and
 
5    WHEREAS, New START reduces Russia's nuclear arsenal and
6takes concrete steps to secure a nuclear-free world without
7sacrificing America's security; and
 
8    WHEREAS, New START would eventually lower the number of
9warheads, missiles, and launchers permitted in both countries;
10and
 
11    WHEREAS, New START reestablishes U.S. inspections of
12Russia's nuclear facilities and assets; and
 
13    WHEREAS, New START serves as a deterrent to unmonitored
14nuclear waste disposal; and
 
15    WHEREAS, New START provides funding for much needed
16maintenance and modernization of existing United States
17nuclear facilities and assets; and
 
18    WHEREAS, New START provides funding for new U.S. nuclear
19asset infrastructure; and

1    WHEREAS, New START promotes job creation; and
 
2    WHEREAS, The development of nuclear bunker-busters,
3mini-nukes, and other "usable" nuclear weapons is increasing
4the probability that such weapons will be used; and
 
5    WHEREAS, Reliable news reports and public statements of
6national policy have revealed that the taboo against the combat
7use of nuclear weapons is weakening; and
 
8    WHEREAS, Any violation of the taboo against the use of
9nuclear weapons is extremely likely to stimulate further
10violations; and
 
11    WHEREAS, The use of even a small nuclear weapon could
12destroy a city like the City of Chicago, killing up to one
13million people, or disable a mega-port or destroy a nuclear
14power plant, thereby severely damaging the global economy, and
15a nuclear exchange of as few as 100 nuclear explosions would
16plunge the world into ten years of cold and famine resulting in
17up to one billion deaths; and
 
18    WHEREAS, The use of any nuclear weapon for any purpose
19whatsoever is illegal, immoral, and obscenely dangerous; and

1    WHEREAS, It is vital to rapidly arouse the global public
2and create a worldwide political climate in strong, unwavering
3support against the taboo use and further creation of nuclear
4weapons; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7declare our support for New START to further reduce the number
8of nuclear weapons in the world; and be it further
 
9    RESOLVED, That Pasha Hunt-Golliday, in her role as a
10Nuclear Security Ambassador, be commended for her tireless
11advocacy on behalf of a nuclear weapon-free world.
