HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to honor our friend and colleague,
4Illinois State Representative David Miller, for his service to
5the people of the State of Illinois; and
 
6    WHEREAS, Throughout his 17 years of practicing dentistry,
7Representative Miller has integrated community activities and
8dental health; in an effort to fulfill his desire of giving
9back to his community, he established a Chicago dental office
10to treat the underserved population of children, who are the
11majority of his patients; he has also been an instrumental part
12of numerous on-site dental screening programs in the
13Chicagoland area to benefit children; and
 
14    WHEREAS, During his tenure as an Illinois State
15Representative, David Miller has consistently fought for his
16constituency and the people of this State; he was instrumental
17in reforming the payday loan industry in the State, having
18devised a plan that protects consumers and allows lenders to
19provide short-term loans; he was the chief sponsor of the
20Payday Loan Reform Act, which establishes loan limits based on
21income and outstanding debt; during the 94th General Assembly,
22he advocated for House Bill 1058, which allows identity theft
23victims to make a written request to credit reporting agencies

1to initiate a freeze on an account, and supported House Bill
21633, which requires data collection companies to notify
3Illinois residents in the event of a security breach that
4compromises sensitive personal information; and
 
5    WHEREAS, Representative Miller has worked tirelessly to
6increase funding for schools in his district; believes that
7every child deserves an opportunity to learn in the best
8schools, which is why he has worked tirelessly to achieve
9equitable and affordable education in Illinois; he authored
10legislation, House Bill 750, that provides parity in education
11funding, while also relieving the property tax burden on
12homeowners; during the 95th General Assembly, he was a
13supporter of House Bill 5038, which would have doubled the
14funding for early childhood education programs; he backed
15legislation to create a Continued Reading Improvement Grant
16Program to guarantee that Illinois students are given ample
17resources to master reading skills; he was a supporter of
18efforts to increase funds targeted to children aged 0 to 3 as
19part of Early Childhood Education funding, without harming
20existing preschool education programs; during the 96th General
21Assembly, he sponsored Senate Bill 325, which requires the
22State to guarantee bonds issued by the Illinois Student
23Assistance Commission in an effort to ensure that funds are
24available to provide grants and other assistance to those
25wanting to attend college; and

1    WHEREAS, As the chairman of the Illinois House Higher
2Education Committee, Representative Miller formulated a Higher
3Education Affordability Package during the 95th General
4Assembly to help make the dream of attending college easier to
5achieve; the package included House Bill 330, which would allow
6independent students who are currently eligible for MAP grants
7to receive larger awards, House Bill 703, which would have
8raised the maximum MAP grant allowances, and House Joint
9Resolution 32, which charges the Illinois Student Assistance
10Commission with documenting the overall financial need of
11independent students in Illinois and how much they are helped
12by the Monetary Award Program; and
 
13    WHEREAS, As Chairman of the House Higher Education
14Appropriations Committee, Representative Miller ensured no
15cuts were made to the State's colleges and universities and
16helped to increase the funding for the Monetary Award Program
17grants for needy college students by $34.4 million; he worked
18to include $1.5 million for nursing scholarships to help
19alleviate serious personnel shortages; during the 96th General
20Assembly, he sponsored Senate Bill 325, which requires the
21State to guarantee bonds issued by the Illinois Student
22Assistance Commission in an effort to ensure that funds are
23available to provide grants and other assistance to those
24wanting to attend college; and

1    WHEREAS, Representative Miller has been a stalwart
2advocate for greater economic development in the Southland; he
3introduced legislation that creates the Illinois Urban
4Development Authority, which would help promote economic
5growth in struggling areas by providing the tools needed to
6develop revitalization strategies for their communities;
7Representative Miller and South Suburban lawmakers sought to
8ensure the Southland received its fair share of those funds by
9passing a measure creating the Southwest Suburban Railroad
10Redevelopment Authority, which would work to improve railroad
11tracks and crossings in the south suburbs; during the 96th
12General Assembly, he was the sponsor of House Bill 264, which
13would create the Illinois Urban Development Authority Act and
14requires the Authority to make annual reports to certain
15entities; he also supported legislation that provides funding
16for a capital program to repair, replace, and build much-needed
17infrastructure throughout the State; and
 
18    WHEREAS, Representative Miller continues to support the
19development of a third regional airport and was pleased that
20the Attorney General decided to offer an opinion on the Abraham
21Lincoln Airport; he is also happy that money has been
22re-allocated for the continued purchase of land for the
23project; he has been a strong advocate for the third regional
24airport, which would provide the South Suburbs with a much

1needed economic stimulus; and
 
2    WHEREAS, Representative Miller was instrumental in the
3creation of the Illinois Cares Rx program, which helped to fill
4the gap in federal Medicare Part D coverage and ensure that
5lower-income Illinois' senior citizens and disabled persons
6receive the best coverage possible under the federal plan; and
 
7    WHEREAS, Representative Miller has been the recipient of
8numerous awards and designations for his service to the
9community, including the 2003 Legislator of the Year by
10Illinois Pharmacists Association, the 2003 Monsignor John Egan
11Payday Loan Reform Award, the 2003 Government Partner Award
12from Metropolitan Family Services, the 2004 Distinguished
13Alumni of University of Illinois College of Dentistry, and the
142006 American Institute of Architectures Legislator of the Year
15award; he is also the president of the Illinois Legislative
16Southland Caucus and a member of the BILLD and Flemming
17Legislative Fellowships for leadership and his community
18activity; and
 
19    WHEREAS, Representative Miller has served as a model of
20hard work, integrity, and dedication for his constituency and
21the people of the State of Illinois; therefore, be it
