HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Illinois State
4University Chief of Police Ronald D. Swan on his retirement;
5and
 
6    WHEREAS, Prior to his appointment at Illinois State
7University, he was chief of police in Monticello, and Beverly
8Hills, Missouri; he is a graduate of the Municipal Police
9Training Academy of St. Louis County, the Major Case Squad
10Training School of Greater St. Louis, The Dignitary Protection
11School of the United States Secret Service, the Institute of
12Applied Science in Chicago, the National Institute Against Hate
13Crimes and Terrorism, the Simon Wiesenthal Center in Los
14Angeles, the Plenary Session National Institute Against Hate
15Crimes and Terrorism, the New York Tolerance Center, and the
16Advanced Training School of the Anti-Defamation League in
17Washington, DC; and
 
18    WHEREAS, Chief Swan is an elected member of the law section
19of the British Academy of Forensic Sciences in London, England;
20he holds an AAS degree in criminal justice from
21Hannibal-LaGrange College in Hannibal, Missouri, a BS degree in
22liberal studies and criminology from the University of the
23State of New York, a BS degree in administration of justice

1from the University of Missouri-St. Louis, and an MA degree in
2urban affairs from Webster University-St. Louis; and
 
3    WHEREAS, Chief Swan has also completed additional
4post-graduate work at St. Petersburg University of the Ministry
5of the Interior in St. Petersburg, Russia; and
 
6    WHEREAS, Chief Swan is the recipient of such awards as the
7Police Medal of Distinction from the City Council of
8Monticello; the Life Saving Commendation from the Jewish
9Employment and Vocational Services of St. Louis; a Letter of
10Commendation from Scotland Yard; a Diploma of Honor and Veteran
11of Labor Medal from the Union of Soviet Socialist Republics; a
12Law Enforcement Commendation Medal from the Sons of the
13American Revolution; a Medal of Excellence in Service to Russia
141 & 2 Order; a Distinguished Alumnus Award 1993,
15Hannibal-LaGrange College; the Medal of Yuri Gagarin; and the
16Medal Freedom of Russia, presented by President Boris Yeltsin's
17representative; and
 
18    WHEREAS, Chief Swan was awarded the List of Honor by the
19Ministry of the Interior of Russia for saving the lives of
20three Russian citizens in 1993; Chief Swan received the
21"Outstanding Part-Time Faculty Award" in the Social and Natural
22Science Division 1996 to 1997 from Richland Community College,
23the Reverend Dr. Martin Luther King, Jr. Human Relations Award

1from the City of Bloomington in 2003, Illinois State
2University's Strand Diversity Award in 2008, and the Roy
3Wilkins Award of the NAACP in 2009; he is an active member of
4the Bloomington/Normal Branch NAACP; and
 
5    WHEREAS, Chief Swan will retire on November 30, 2010 and
6will be honored at a retirement reception on November 17, 2010
7at the Bone Student Center at Illinois State University;
8therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11congratulate Chief Ronald Swan on his retirement and wish him
12all the best in his future endeavors; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to Chief Ronald Swan as a symbol of our respect and
15esteem.
