HOUSE RESOLUTION

 
2     WHEREAS, The current recession has heavily impacted the
3 small businesses in our nation through decreased sales and
4 difficulties in obtaining small business financing; and
 
5     WHEREAS, The National Bureau of Economic Research
6 determined that the current recession began in December 2007;
7 as of December 2008, the current recession is the longest
8 downturn in the last 25 years; and
 
9     WHEREAS, The National Federation of Independent Business
10 (NFIB) has collected small business economic trends data with
11 surveys since 1973; in November 2008, the NFIB reported that
12 its Index of Small Business Optimism fell to its third-lowest
13 reading in the 35-year history of the survey; and
 
14     WHEREAS, The NFIB's November 2008 survey further revealed
15 record or near-record low ratings in the small business
16 sector's expectations concerning the creation of new jobs,
17 improved business conditions, and increased sales; and
 
18     WHEREAS, Small businesses in the State of Illinois have
19 been greatly impacted by the economic downturn, with many small
20 business owners becoming uncertain of their future prospects
21 and seeing diminishing returns as the recession continues; and

1     WHEREAS, Small businesses serve as the backbone of the
2 economies of the State of Illinois and the nation at large and
3 are deserving of the State's full support and encouragement;
4 therefore, be it
 
5     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7 designate the month of January as "Small Business Month" in the
8 State of Illinois in honor of the small business owners of this
9 State and their vital role in the economy.
