HOUSE RESOLUTION

 
2     WHEREAS, Many elite Illinois police officers are assigned
3 to serve on Metropolitan Enforcement Groups, which are
4 multi-jurisdictional police task forces assigned to fight
5 against illegal drug offenses, gang offenses, weapons
6 offenses, and other offenses that endanger civilian safety; and
 
7     WHEREAS, Illegal pharmaceutical chemicals targeted by
8 Metropolitan Enforcement Groups include Ecstasy, GHB, cocaine,
9 marijuana, heroin, and LSD; and
 
10     WHEREAS, The professional training of Illinois peace
11 officers is overseen by the Illinois Law Enforcement Training
12 Standards Board, and all peace officers serving on Metropolitan
13 Enforcement Groups have undergone Illinois Law Enforcement
14 Training Standards Board professional training, including
15 training in the use of force; and
 
16     WHEREAS, The Illinois Law Enforcement Training Standards
17 Board published a protocol governing the acceptable and
18 professional use of force in June 2007; and
 
19     WHEREAS, The operation of Illinois Metropolitan
20 Enforcement Groups, including their operational use of force,
21 is supervised by the Illinois State Police; and

1     WHEREAS, The Lake County Metropolitan Enforcement Group
2 faces severe challenges in 2010, being assigned to a geographic
3 section of Illinois that is undergoing significant changes,
4 which has been hard-hit by current worldwide economic
5 conditions, and which is utilized by many people throughout
6 northeastern Illinois and southeastern Wisconsin as a place to
7 try to purchase illegal pharmaceuticals; therefore, be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10 strongly support and commend the work of the Lake County
11 Metropolitan Enforcement Group in establishing and maintaining
12 public order in Lake County; and be it further
 
13     RESOLVED, That we support and commend all of the police
14 officers and professional keepers of the peace of Lake County;
15 and be it further
 
16     RESOLVED, That our placement of the Illinois Police
17 Memorial on the immediate grounds of the Illinois State Capitol
18 in October 1990 serves as a continual reminder to Illinois
19 lawmakers of the sacrifices made by Illinois police officers
20 and their families to the public peace of Illinois, and a
21 reminder to us that some Illinois police men and women have
22 tragically died in the line of duty; and be it further

1     RESOLVED, That a suitable copy of this Preamble and
2 Resolution be presented to the commander of the Lake County
3 Metropolitan Enforcement Group, to the Director of the Illinois
4 State Police, and to the Director of the Illinois Law
5 Enforcement Training Standards Board.
