HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives recognize bicycling as one part of the solution
4 for many issues, such as traffic congestion, health care costs,
5 individual transportation needs, job access, and environmental
6 concerns; and
 
7     WHEREAS, The greatest potential for increased bicycle
8 usage is in urban areas where 40 percent of trips are two miles
9 or less and 28 percent are less than one mile; and
 
10     WHEREAS, Bicyclists and motorists share the same rights and
11 responsibilities on the road; and
 
12     WHEREAS, Most bicycle crashes can be prevented through the
13 safe operation of bicycles and motor vehicles in accordance
14 with traffic regulations; and
 
15     WHEREAS, Training of bicyclists and motorists on properly
16 sharing the road is not presently mainstreamed into the
17 education system; and
 
18     WHEREAS, Education of bicyclists and motorists will
19 contribute to the safety of all, while equipping more citizens
20 with the skills and confidence to use bicycles for commuting,

1 exericsing, recreation, and transportation; therefore, be it
 
2     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
4 urge State agencies and local governments to improve their
5 Share the Road outreach to bicyclists and motorists; and be it
6 further
 
7     RESOLVED, That we strongly encourage Illinois schools to
8 incorporate bicycling and Share the Road education into their
9 driver education and physical education programs and other
10 school initiatives.
