HOUSE RESOLUTION

 
2     WHEREAS, The Federal Unemployment Tax Act (FUTA) was
3 enacted over 60 years ago to guarantee financing for a national
4 employment security system, to be operated on the basis of a
5 partnership between the federal government and the separate
6 states; and
 
7     WHEREAS, A "temporary surtax" of 0.2%, enacted under FUTA
8 in 1976, is still being collected today; and
 
9     WHEREAS, Over the past several years, FUTA unemployment
10 taxes have burdened job creation and employment, and the
11 ability of states to fund essential unemployment insurance and
12 employment services has suffered; and
 
13     WHEREAS, States should be better equipped to provide local
14 services to their unemployed citizens; therefore, be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17 urge the United States Congress and President to enact
18 employment security financing reform that includes repealing
19 the FUTA surtax, increasing state flexibility, and eliminating
20 inefficiencies in FUTA tax collection while maintaining the
21 trust funds on the unified budget; and be it further

1     RESOLVED, That copies of this resolution be presented to
2 the President of the United States, the President pro tempore
3 of the United States Senate, the Speaker of the United States
4 House of Representatives, and all members of the Illinois
5 congressional delegation.
