SYNOPSIS AS INTRODUCED:
 
25 ILCS 35/3 new
25 ILCS 135/6.5 new

    Amends the Bill Introduction and Duplication Act and the Legislative Reference Bureau Act. Provides that during the period beginning September 1 of each even-numbered year and through the date of the general election in that year, no bill, resolution, amendment, or conference committee report may be delivered by the Legislative Reference Bureau, filed with the Clerk of the House or the Secretary of the Senate, or introduced in either chamber of the General Assembly unless it is an excepted document. Excepted documents are the following: death resolutions; documents germane to the subject matter of a special session called by proclamation or joint proclamation issued on or after August 15 of that year; and documents relating to impeachments or confirmation of appointments. Effective immediately.

1     AN ACT concerning the legislature.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Bill Introduction and Duplication Act is
5 amended by adding Section 3 as follows:
 
6     (25 ILCS 35/3 new)
7     Sec. 3. General election year restrictions. During the
8 period beginning September 1 of each even-numbered year and
9 through the date of the general election in that year, no bill,
10 resolution, amendment, or conference committee report may be
11 filed with the Clerk of the House or the Secretary of the
12 Senate or introduced in either chamber of the General Assembly
13 unless it is an excepted document. Excepted documents are the
14 following: death resolutions; documents germane to the subject
15 matter of a special session called by proclamation or joint
16 proclamation issued on or after August 15 of that year; and
17 documents relating to impeachments or confirmation of
18 appointments.
 
19     Section 10. The Legislative Reference Bureau Act is amended
20 by adding Section 6.5 as follows:
