1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Act on the Aging is amended by
5changing Section 4.02c as follows:
 
6    (20 ILCS 105/4.02c)
7    Sec. 4.02c. Comprehensive Care in Residential Settings
8Demonstration Project.
9    (a) The Department may establish and fund a demonstration
10program of bundled services designed to support the specialized
11needs of clients who qualify for Community Care Program
12services and reside in projects designated by the Department as
13Comprehensive Care Residential Settings. currently residing in
14projects that were formerly designated as Community Based
15Residential Facilities. Participating Designated projects must
16hold a valid license, which remains unsuspended, unrevoked, and
17unexpired, under the provisions of the Assisted Living and
18Shared Housing Act.
19    (b) The designated projects in the demonstration program
20must include, at a minimum:
21        (1) 3 meals per day;
22        (2) routine housekeeping services;
23        (3) 24-hour-a-day security;

1        (4) an emergency response system;
2        (5) personal laundry and linen service;
3        (6) assistance with activities of daily living;
4        (7) medication management; and
5        (8) money management.
6    Optional services, such as transportation and social
7activities, may be provided.
8    (c) Reimbursement for the program shall be based on the
9client's level of need and functional impairment, as determined
10by the Department. Clients must meet all eligibility
11requirements established by rule. The Department may establish
12a capitated reimbursement mechanism based on the client's level
13of need and functional impairment. Reimbursement for program
14must be made to the Department-contracted provider delivering
15the services.
16    (d) The Department shall adopt rules and provide oversight
17for the project, with assistance and advice provided by the
18Community Care Program Advisory Committee Assisted Living and
19Shared Housing Advisory Board and Assisted Living and Shared
20Housing Quality of Life Committee.
21    The project may be funded through the Department
22appropriations that may include Medicaid waiver funds.
23    (e) The Department, in consultation with the Assisted
24Living and Shared Housing Advisory Board, may report to the
25General Assembly on the results of the demonstration project.

1recommendations for changes or improvements, including changes
2or improvements in the administration of the program and an
3evaluation.

5    Section 99. Effective date. This Act takes effect upon
6becoming law.
