SYNOPSIS AS INTRODUCED:
 
20 ILCS 689/35 new
20 ILCS 605/605-1005 new

    Amends the Illinois Renewable Fuels Development Program Act. Creates the Increased Ethanol Content Encouragement Program. Sets out legislative findings regarding certain types of ethanol blended fuel. Provides that the Department of Commerce and Economic Opportunity may provide information to gas stations in the State encouraging the stations to offer E25 as an option for customers. Provides that the Department may provide information to gas stations on any financial assistance that may be available to subsidize the cost of providing E25 blended fuel to consumers. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Renewable Fuels Development
5 Program Act is amended by adding Section 35 as follows:
 
6     (20 ILCS 689/35 new)
7     Sec. 35. Increased Ethanol Content Encouragement Program.
8     (a) The General Assembly finds:
9         (1) Gas stations in the State should be encouraged to
10     offer motor fuel blended with 25% ethanol. Increasing the
11     percentage of ethanol in motor fuel will help to reduce the
12     cost of motor fuel.
13         (2) Existing studies show that some higher percentage
14     blends of ethanol may be used in motor vehicles without
15     requiring any modification to the vehicle.
16         (3) Blends of ethanol up to 30% minimally affect gas
17     mileage.
18         (4) Motor vehicle manufacturers are encouraged to
19     continue to expand production of flexible-fuel vehicles.
20     Flexible-fuel vehicles are capable of using any blend of
21     ethanol fuel up to 85% ethanol.
22         (5) Many motor vehicle warranties sanction the use of
23     blends of ethanol up to 10%. Illinois citizens who own

1     motor vehicles that are no longer under warranty should
2     have the option to use 25% ethanol blended motor fuel.
3     (b) The Department may provide information to gas stations
4 in the State encouraging the gas stations to offer E25 blended
5 fuel as an option for customers. The Department may provide gas
6 stations in the State with information on any financial
7 assistance that may be available to subsidize the cost of
8 providing E25 blended fuel to consumers.
 
9     Section 10. The Department of Commerce and Economic
10 Opportunity Law of the Civil Administrative Code of Illinois is
11 amended by adding Section 605-1005 as follows:
 
12     (20 ILCS 605/605-1005 new)
13     Sec. 605-1005. Increased Ethanol Content Encouragement
14 Program. The Department is authorized to provide information to
15 gas stations in the State encouraging the gas stations to offer
16 E25 blended fuel as an option for customers. The Department may
17 provide gas stations in the State with information on any
18 financial assistance that may be available to subsidize the
19 cost of providing E25 blended fuel to consumers.
 
20     Section 99. Effective date. This Act takes effect upon
21 becoming law.
