SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-655 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall develop a training and education program on public playground safety issues. Provides that the program may be presented annually and may be available through the Department's website. Provides that the Department shall adopt rules, based on the U.S. Consumer Product Safety Commission's standards, to develop standards for public playground equipment by June 30, 2011. Makes other changes.

1     AN ACT concerning public health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-655 as follows:
 
7     (20 ILCS 2310/2310-655 new)
8     Sec. 2310-655. Training and education program on
9 playground safety.
10     (a) For the purpose of this Section, "public playground
11 equipment" means equipment intended for use in the play areas
12 of parks, schools, and recreational developments. "Public
13 playground equipment" does not include equipment in
14 restaurants or dwellings.
15     (b) The Department of Public Health shall develop a
16 training and education program on public playground safety
17 issues. The program may be presented annually and may be
18 available through the Department's website. The Department may
19 inform public health entities within this State of the program.
20 A representative from each affected entity in the State may
21 participate in the program.
22     The Department shall adopt rules, based on the U.S.
23 Consumer Product Safety Commission's standards, to develop

1 standards for public playground equipment by June 30, 2011. The
2 rules shall include a recommended timeframe by which entities
3 in this State that own or manage playgrounds may meet the
4 guidelines of the rules. The Department may issue a report
5 concerning the status of playgrounds to the General Assembly on
6 or before December 31, 2011.
