SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/45 new

    Amends the State Finance Act. Provides that all hiring of employees and contracting for personal services by State agencies is frozen, and no expenditure may be made for the purpose of creating a new State program or expanding an existing State program, until the State Comptroller certifies in writing to the Secretary of State that payment is issued to all State vendors within 30 days after receipt of a proper bill or invoice. Creates an exception for expenditures that are mandated by federal law and hiring and contracting that is necessary to meet an emergency situation. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 45 as follows:
 
6     (30 ILCS 105/45 new)
7     Sec. 45. Payment to vendors; State programs; hiring.
8     (a) Notwithstanding any other provision of law, all hiring
9 of employees and contracting for personal services by State
10 agencies is frozen, and no expenditure may be made for the
11 purpose of creating a new State program or expanding an
12 existing State program, until the State Comptroller certifies
13 in writing to the Secretary of State that payment is issued to
14 all State vendors within 30 days after receipt of a proper bill
15 or invoice.
16     (b) This Section does not apply to expenditures that are
17 mandated by federal law or hiring or contracting that is
18 necessary to meet an emergency situation. The State Comptroller
19 must certify that the expenditure, hiring, or contract meets
20 the requirements of this subsection before the expenditure is
21 made or the contract is entered into.
 
22     Section 99. Effective date. This Act takes effect upon
