SYNOPSIS AS INTRODUCED:
 
20 ILCS 415/8b.21 new

    Amends the Personnel Code. Establishes a preference in the form of points to be added to the final grade of a person who has completed a United States Department of Labor Office of Apprenticeship registered apprenticeship program. Requires the Department of Central Management Services to adopt rules and to verify that persons are qualified for the preference. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Personnel Code is amended by adding Section
5 8b.21 as follows:
 
6     (20 ILCS 415/8b.21 new)
7     Sec. 8b.21. Apprenticeship preference.
8     (a) For the granting of appropriate preference in entrance
9 examinations to qualified persons who have completed a United
10 States Department of Labor Office of Apprenticeship registered
11 apprenticeship program.
12     (b) As used in this Section, "apprenticeship program" has
13 the same meaning as defined by the Office of Apprenticeship of
14 the United States Department of Labor.
15     (c) The preference granted under this Section shall be 2
16 points added to the final grade of the person if the person
17 otherwise qualifies and is entitled to appear on the list of
18 those eligible for appointments.
19     (d) The Department of Central Management Services shall
20 adopt rules and implement procedures to verify that any person
21 seeking a preference under this Section is entitled to the
22 preference. A person seeking a preference under this Section
23 shall provide documentation or execute any consents or other

1 documents required by the Department of Central Management
2 Services or any other State department or agency to enable the
3 department or agency to verify that the person is entitled to
4 the preference.
5     (e) If an applicant claims to have completed an
6 apprenticeship program, the Department of Central Management
7 Services must verify that status before granting a preference
8 by requiring a certified copy of the applicant's certificate of
9 completion of an apprenticeship program.
 
10     Section 99. Effective date. This Act takes effect upon
11 becoming law.
