1     AN ACT concerning housing.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Housing Act is amended by changing
5 Section 2 as follows:
 
6     (310 ILCS 5/2)  (from Ch. 67 1/2, par. 152)
7     Sec. 2. It is hereby declared that that congested and
8 unsanitary housing conditions which exist in certain areas of
9 the state in low-priced dwellings are a menace to the health,
10 safety, morals, welfare and reasonable comfort of the citizens
11 of the state. The correction of these conditions in such areas
12 being now otherwise impossible, it is essential that provision
13 be made to encourage the investment of funds at low interest
14 rates, the acquisition at fair prices of adequate parcels of
15 land, the gradual demolition of existing unsanitary and unsafe
16 housing and the construction of new housing facilities under
17 public supervision, with proper standards of sanitation and
18 safety, and at a cost which will permit monthly rentals or
19 charges which wage-earners can afford to pay, and not in excess
20 of the rates hereinafter provided.
21     Therefore, there are created and authorized the agencies
22 and instrumentalities hereinafter prescribed, which are
23 declared to be the agencies and instrumentalities of the state
