1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Speech-Language Pathology and
5 Audiology Practice Act is amended by changing Section 2 as
6 follows:
 
7     (225 ILCS 110/2)  (from Ch. 111, par. 7902)
8     (Section scheduled to be repealed on January 1, 2018)
9     Sec. 2. Legislative Declaration of Public Policy. The The
10 practice of Speech-Language Pathology and Audiology in the
11 State of Illinois is hereby declared to affect the public
12 health, safety and welfare and to be subject to regulation and
13 control in the public interest. It is further declared to be a
14 matter of public interest and concern that the speech-language
15 pathology and audiology professions merit and receive the
16 confidence of the public and that only qualified persons be
17 permitted to practice this profession in the State of Illinois.
18 This Act shall be liberally construed to carry out these
19 objectives and purposes.
20     It is further declared to be the public policy of this
21 State, pursuant to subsections (h) and (i) of Section 6 of
22 Article VII of the Illinois Constitution of 1970, that any
23 power or function set forth in this Act to be exercised by the

1 State is an exclusive State power or function. Such power or
2 function shall not be exercised concurrently, either directly
3 or indirectly, by any unit of local government, including home
4 rule units, except as otherwise provided in this Act.
