AMENDMENT TO HOUSE BILL 2871

2     AMENDMENT NO. ______. Amend House Bill 2871 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The School Code is amended by changing Section
5 21-1b as follows:
 
6     (105 ILCS 5/21-1b)  (from Ch. 122, par. 21-1b)
7     Sec. 21-1b. Subject endorsement on certificates. All
8 certificates initially issued under this Article after June 30,
9 1986, shall be specifically endorsed by the State Board of
10 Education for each subject the holder of the certificate is
11 legally qualified to teach, such endorsements to be made in
12 accordance with standards promulgated by the State Board of
13 Education in consultation with the State Teacher Certification
14 Board. The regional superintendent of schools, however, has the
15 duty, after appropriate training, to accept and review all
16 transcripts for new initial certificate applications and

1 ensure that each applicant has met all of the criteria
2 established by the State Board of Education in consultation
3 with with the State Teacher Certification Board. All
4 certificates which are issued under this Article prior to July
5 1, 1986 may, by application to the State Board of Education, be
6 specifically endorsed for each subject the holder is legally
7 qualified to teach. Endorsements issued under this Section
8 shall not apply to substitute teacher's certificates issued
9 under Section 21-9 of this Code.
10     Commencing July 1, 1999, each application for endorsement
11 of an existing teaching certificate shall be accompanied by a
12 $30 nonrefundable fee. There is hereby created a Teacher
13 Certificate Fee Revolving Fund as a special fund within the
14 State Treasury. The proceeds of each $30 fee shall be paid into
15 the Teacher Certificate Fee Revolving Fund; and the moneys in
16 that Fund shall be appropriated and used to provide the
17 technology and other resources necessary for the timely and
18 efficient processing of certification requests. The Teacher
19 Certificate Fee Revolving Fund is not subject to sweeps,
20 administrative charges, or charge backs, including, but not
21 limited to, those authorized under Section 8h of the State
22 Finance Act, or any other fiscal or budgetary maneuver that
23 would in any way transfer any funds from the Teacher
24 Certificate Fee Revolving Fund into any other fund of this
25 State.

1 education are authorized to charge a service or convenience fee
2 for the use of credit cards for the payment of certification
3 fees. This service or convenience fee may not exceed the amount
4 required by the credit card processing company or vendor that
5 has entered into a contract with the State Board or regional
6 office of education for this purpose, and the fee must be paid
7 to that company or vendor.
