1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 21-1b as follows:
 
6     (105 ILCS 5/21-1b)  (from Ch. 122, par. 21-1b)
7     Sec. 21-1b. Subject endorsement on certificates. All
8 certificates initially issued under this Article after June 30,
9 1986, shall be specifically endorsed by the State Board of
10 Education for each subject the holder of the certificate is
11 legally qualified to teach, such endorsements to be made in
12 accordance with standards promulgated by the State Board of
13 Education in consultation with the State Teacher Certification
14 Board. The regional superintendent of schools, however, has the
15 duty, after appropriate training, to accept and review all
16 transcripts for new initial certificate applications and
17 ensure that each applicant has met all of the criteria
18 established by the State Board of Education in consultation
19 with with the State Teacher Certification Board. All
20 certificates which are issued under this Article prior to July
21 1, 1986 may, by application to the State Board of Education, be
22 specifically endorsed for each subject the holder is legally
23 qualified to teach. Endorsements issued under this Section

1 shall not apply to substitute teacher's certificates issued
2 under Section 21-9 of this Code.
3     Commencing July 1, 1999, each application for endorsement
4 of an existing teaching certificate shall be accompanied by a
5 $30 nonrefundable fee. There is hereby created a Teacher
6 Certificate Fee Revolving Fund as a special fund within the
7 State Treasury. The proceeds of each $30 fee shall be paid into
8 the Teacher Certificate Fee Revolving Fund; and the moneys in
9 that Fund shall be appropriated and used to provide the
10 technology and other resources necessary for the timely and
11 efficient processing of certification requests. The Teacher
12 Certificate Fee Revolving Fund is not subject to administrative
13 charge transfers authorized under Section 8h of the State
14 Finance Act from the Teacher Certificate Fee Revolving Fund
15 into any other fund of this State.
16     The State Board of Education and each regional office of
17 education are authorized to charge a service or convenience fee
18 for the use of credit cards for the payment of certification
19 fees. This service or convenience fee may not exceed the amount
20 required by the credit card processing company or vendor that
21 has entered into a contract with the State Board or regional
22 office of education for this purpose, and the fee must be paid
23 to that company or vendor.

25     Section 99. Effective date. This Act takes effect upon
26 becoming law.
