SYNOPSIS AS INTRODUCED:
 
15 ILCS 320/21   from Ch. 128, par. 121

    Amends the State Library Act. Provides that each State agency must deposit with the State Library one paper copy and an electronic version (instead of "sufficient copies") of certain publications for its collection and for exchange purposes. Allows rulemaking concerning the format and submission of electronic versions.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Library Act is amended by changing
5 Section 21 as follows:
 
6     (15 ILCS 320/21)  (from Ch. 128, par. 121)
7     Sec. 21. Publications and lists; deposits by State
8 agencies.
9     (a) All State agencies shall provide and deposit with the
10 Illinois State Library one paper copy and an electronic version
11 sufficient copies of all publications issued by such State
12 agencies for its collection and for exchange purposes. The
13 State Librarian shall by rule or regulation specify the format
14 of electronic versions number of copies required and the
15 publications that must be deposited. The number of paper copies
16 of a publication that must be deposited may be reduced if the
17 documents are also submitted in an electric format specified by
18 the Illinois State Library. The State Librarian shall set by
19 rule the standard to be used for the submission of electronic
20 versions and for electronic data exchange among State agencies
21 and the State Library.
22     (b) For the purposes of this Section:
23     "State agencies" means every State office, official,

1 department, division, section, unit, service, bureau, board,
2 commission, committee, and subdivision thereof of all branches
3 of the State government and which agencies expend
4 appropriations of State funds.
5     "Publications" means any document, report, directory,
6 bibliography, rule, regulation, newsletter, pamphlet,
7 brochure, periodical or other printed material paid for in
8 whole or in part by funds appropriated by the General Assembly
9 or issued at the request of a State agency, excepting however,
10 correspondence, inter-office memoranda, and confidential
11 publications.
12     "Published material" means publications in print and
13 electronic formats duplicated by any means of duplication,
14 including material downloaded from a publicly accessible
15 electronic network.
16     (c) The State Librarian shall from time to time provide a
17 listing, electronically, in printed form, or in both formats,
18 of the publications received by him or her under this Act.
