20 ILCS 505/7.3

    Amends the Children and Family Services Act. Makes a technical change in a Section concerning plans for adoption and foster care placement.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Children and Family Services Act is amended
5 by changing Section 7.3 as follows:
 
6     (20 ILCS 505/7.3)
7     Sec. 7.3. Placement plan. The The Department shall develop
8 and implement a written plan for placing children. The plan
9 shall include at least the following features:
10         (1) A plan for recruiting minority adoptive and foster
11     families. The plan shall include strategies for using
12     existing resources in minority communities, use of
13     minority outreach staff whenever possible, use of minority
14     foster homes for placements after birth and before
15     adoption, and other techniques as appropriate.
16         (2) A plan for training adoptive and foster families of
17     minority children.
18         (3) A plan for employing social workers in adoption and
19     foster care. The plan shall include staffing goals and
20     objectives.
21         (4) A plan for ensuring that adoption and foster care
22     workers attend training offered or approved by the
23     Department regarding the State's goal of encouraging

1     cultural diversity and the needs of special needs children.
2         (5) A plan that includes policies and procedures for
3     determining for each child requiring placement outside of
4     his or her home, and who cannot be immediately returned to
5     his or her parents or guardian, the placement needs of that
6     child. In the rare instance when an individualized
7     assessment identifies, documents, and substantiates that
8     race, color, or national origin is a factor that needs to
9     be considered in advancing a particular child's best
10     interests, it shall be considered in making a placement.
