SENATE RESOLUTION

 
2     WHEREAS, The John H. Stroger, Jr. Hospital of Cook County
3 (formerly, Cook County Hospital) provides vital health care
4 services to the people of Cook County; and
 
5     WHEREAS, The Hospital has been beset by budgetary
6 shortfalls and management difficulties that have undermined
7 its ability to deliver timely, adequate health care; and
 
8     WHEREAS, Following a series of management reforms, the
9 Hospital was awarded full accreditation by the Joint Commission
10 on Accreditation of Healthcare Organizations in February 2008;
11 and
 
12     WHEREAS, A recent ordinance will provide additional
13 revenues to the Hospital, as well as establish an independent
14 board of trustees that will take over management of the
15 Hospital in May 2008, for a period of 3 years; therefore, be it
 
16     RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL
17 ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is
18 directed to conduct a management audit of the administration of
19 John H. Stroger, Jr. Hospital of Cook County; and be it further
 
20     RESOLVED, That the audit include, but not be limited to,

1 the following determinations:
2         (1) whether the Hospital's procurement processes are
3     in compliance with applicable laws, rules and policies and
4     are adequately documented;
5         (2) whether the Hospital's internal controls over
6     expenditure and revenue processing appear to be adequate;
7         (3) whether the Hospital has developed fraud detection
8     programs that appear to be adequate and designed to
9     identify and control fraud risks in its operations; and
10         (4) whether the Hospital's short and long range plans
11     for staffing administrative positions are documented and
12     appear reasonable; and be it further
 
13     RESOLVED, That the John H. Stroger, Jr. Hospital of Cook
14 County and any other State, county, or local entity having
15 information relevant to this audit cooperate fully and promptly
16 with the Auditor General's Office in the conduct of this audit;
17 and be it further
 
18     RESOLVED, That the Auditor General commence this audit as
19 soon as possible and report his findings and recommendations
20 upon completion in accordance with the provisions of Section
21 3­14 of the Illinois State Auditing Act.
