SENATE RESOLUTION

 
2     WHEREAS, The members of the Illinois Senate are saddened to
3 learn of the death of Donald E. Dugan of Alton, who passed away
4 on September 21, 2007; and
 
5     WHEREAS, Donald E. Dugan was born on July 18, 1937, in
6 Jerseyville to Iona and Raymond "Tim" Dugan; he attended
7 Jerseyville schools and was later awarded an associate's degree
8 in fire science from Lewis and Clark Community College in
9 Godfrey; for many years, he taught fire science courses to new
10 firefighters at Lewis and Clark Community College; and
 
11     WHEREAS, From 1955 to 1959, Donald Dugan served with the
12 United States Air Force, earning numerous honors that included
13 the Airman of the Month award, a Good Conduct Medal, an
14 Outstanding Unit Award and the Longevity Service Award Ribbon;
15 after the Air Force, he returned to Alton and began working at
16 the former Shell Oil refinery in Wood River; he later worked at
17 the Olin Corporation in East Alton before becoming a
18 firefighter in 1966; and
 
19     WHEREAS, In 2000, he retired from the Alton Fire Department
20 after 34 years of continuous and faithful duty; in his career,
21 he earned the ranks of firefighter, engineer, captain and
22 assistant chief, and in 1989 was appointed fire chief; while

1 serving with the Alton Fire Department, he also worked for 10
2 years at Campbell's Ambulance as an emergency medical
3 technician; and
 
4     WHEREAS, He was one of three board members honored for his
5 work with the Alton Municipal Employees Federal Credit Union,
6 where he served for more than three decades; for more than 20
7 years, he was a member of the board of directors for the Upper
8 Alton (Oakwood) Cemetery; he recalled events during his time
9 with the Alton Fire Department including the July 4, 1997
10 fireworks explosion on the Alton riverfront that killed three
11 men, the 1988 fire at the First Presbyterian Church at 4th and
12 Alby streets and a 1992 house fire that claimed the lives of
13 two Alton firefighters; he was also proud to have helped
14 deliver three babies while he was an EMT; he was also devoted
15 to two charitable organizations: the Fireman's Welfare Fund, on
16 which he worked for 10 years, and the Fireman's Pension Fund,
17 where he worked for more than 20 years; and
 
18     WHEREAS, He was preceded in death by a daughter, Deborah A.
19 Dugan; his wife, Judy (nee Heininger); and his twin sister,
20 Doris Bowers; and
 
21     WHEREAS, A dearly loved father and grandfather, Donald
22 Dugan is survived by four sons and their families, Dennis E.
23 Dugan, his wife, Lisa, and their four children, Lucy, Wesley,

1 Emily and Jacob; Daniel E. Dugan, his wife, Tammy, and their
2 three children, Rachel, Nicholas and Chandler; twins, Duane E.
3 Dugan and David E. Dugan; and a brother, Kenneth, and his wife,
4 Jean; therefore, be it
 
5     RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL
6 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
7 his family and friends, the passing of Donald E. Dugan; and be
8 it further
 
9     RESOLVED, That a suitable copy of this resolution be
10 presented to the family of Donald E. Dugan as a symbol of our
11 sympathy.
