SENATE JOINT RESOLUTION

 
2     WHEREAS, Properly-planted and cared-for trees provide
3 communities throughout Illinois with great benefit and
4 enjoyment; and
 
5     WHEREAS, Improper tree placement and maintenance are a
6 contributing cause of power outage and pose a safety risk to
7 residents; and
 
8     WHEREAS, Electric utilities in Illinois currently
9 participate in 4-year vegetation management schedules to
10 provide electric reliability to customers throughout the
11 State; and
 
12     WHEREAS, Local governments and utilities have worked
13 together on tree trimming and vegetation management programs
14 that have balanced the need for electric reliability with the
15 desire of communities to preserve as many trees as possible;
16 and
 
17     WHEREAS, There are existing programs that nurseries and
18 other retailers may participate in that identify proper trees
19 that may be planted near power lines; and
 
20     WHEREAS, The Arbor Day Foundation has worked with the

1 United States Department of Agriculture Forest Service's Urban
2 and Community Forestry Advisory Council on the Right Tree in
3 the Right Place project; and
 
4     WHEREAS, The City of Chicago's Bureau of Forestry, in
5 cooperation with the United States Forest Service, conducts an
6 outreach program for fourth-grade students within the Chicago
7 Public Schools in recognition of Arbor Day on April 25, 2008,
8 that emphasizes proper tree care, especially planting the right
9 tree in the right place; and
 
10     WHEREAS, Arbor Day, which falls on the last Friday of
11 April, is a nationally-celebrated observance that encourages
12 tree planting and care; and
 
13     WHEREAS, Continued and improved cooperation between
14 electric utilities and communities throughout Illinois will be
15 required to protect both trees and electric reliability;
16 therefore, be it
 
17     RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL
18 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
19 CONCURRING HEREIN, that we recognize the week of Arbor Day as
20 Right Tree Right Place Week and that we encourage communities
21 and electric utilities throughout the State to use the week to
22 review and improve their education and outreach efforts with

2     RESOLVED, That a suitable copy of this resolution be
3 presented to Lawrence A. DuBose.
