| 1 | SENATE JOINT RESOLUTION
| ||||||
| 2 | BE IT RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL | ||||||
| 3 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 4 | CONCURRING HEREIN, that there is created a committee to review | ||||||
| 5 | and make recommendations for legislation for the General | ||||||
| 6 | Assembly to consider concerning City of Chicago School District | ||||||
| 7 | 299 and local school councils; and be it further
| ||||||
| 8 | RESOLVED, That the committee shall consist of the following | ||||||
| 9 | members: one chairperson appointed by the Governor, one member | ||||||
| 10 | appointed by the President of the Senate, one member appointed | ||||||
| 11 | by the Minority Leader of the Senate, one member appointed by | ||||||
| 12 | the Speaker of the House of Representatives, one member | ||||||
| 13 | appointed by the Minority Leader of the House of | ||||||
| 14 | Representatives, one member representing the Chicago Board of | ||||||
| 15 | Education who is appointed by the Governor, and one member | ||||||
| 16 | representing an education labor organization representing | ||||||
| 17 | teachers in City of Chicago School District 299 who is | ||||||
| 18 | appointed by the Governor; and that these appointments shall be | ||||||
| 19 | made by June 30, 2007; and be it further | ||||||
| 20 | RESOLVED, That the committee shall have the following | ||||||
| 21 | duties:
| ||||||
| 22 | (1) to review the governance of local school councils, | ||||||
| 23 | including without limitation training, resources, and the | ||||||
| |||||||
| |||||||
| 1 | best use of parents' time to assist in improving overall | ||||||
| 2 | performance of students in each school a local school | ||||||
| 3 | council represents; | ||||||
| 4 | (2) to review the policies surrounding dropout | ||||||
| 5 | prevention to ensure that policies are in place that will | ||||||
| 6 | promote student attendance and that there is a strategy to | ||||||
| 7 | ensure students are in attendance on the first day of | ||||||
| 8 | school; and | ||||||
| 9 | (3) to develop policies to encourage teacher and | ||||||
| 10 | principal recruitment and retention strategies, including | ||||||
| 11 | without limitation finding the best matches for the best | ||||||
| 12 | skill sets; and be it further
| ||||||
| 13 | RESOLVED, That the committee shall hold 6 meetings, one in | ||||||
| 14 | each region of City of Chicago School District 299; and be it | ||||||
| 15 | further | ||||||
| 16 | RESOLVED, That after the 6th meeting has been held, the | ||||||
| 17 | committee shall report its findings and recommendations to the | ||||||
| 18 | General Assembly to give direction to the General Assembly in | ||||||
| 19 | adopting policies that would address the priorities set forth | ||||||
| 20 | by the committee in the report; and that upon filing its report | ||||||
| 21 | the committee is dissolved; and be it further | ||||||
| 22 | RESOLVED, That suitable copies of this resolution be | ||||||
| 23 | delivered to the Governor and the Chicago Board of Education.
