SENATE JOINT RESOLUTION

 
2     WHEREAS, Chronic obstructive pulmonary disease (COPD),
3 also known as chronic bronchitis and emphysema, is the fourth
4 leading cause of death in the United States and the only one of
5 the top 5 causes of death whose prevalence and death rate are
6 rising; and
 
7     WHEREAS, COPD is a chronic and progressive disease that
8 impacts over 5,600,000 Illinoisans and 24 million Americans;
9 and
 
10     WHEREAS, The annual cost to the nation for COPD in 2004 was
11 estimated to be $37 billion dollars; and
 
12     WHEREAS, Early diagnosis and management of COPD can
13 effectively reduce the overall financial burden of the illness
14 within public programs such as Medicaid; and
 
15     WHEREAS, Proper management of COPD can lead to improved
16 quality of life and self-sufficiency on the part of patients
17 with COPD receiving treatment within public programs; and
 
18     WHEREAS, Disease management has been demonstrated to
19 reduce overall costs of care and increase quality of life for
20 patients with chronic diseases, especially when targeted to

1 appropriate conditions and patients; therefore, be it
 
2     RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL
3 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4 CONCURRING HEREIN, that we hereby support and encourage the
5 Illinois Department of Healthcare and Family Services in its
6 efforts with regard to disease management and including COPD in
7 the Department's chronic care improvement program in an effort
8 to reduce the financial and clinical burden of COPD on the
9 Medicaid program and the citizens of Illinois; and be it
10 further
 
11     RESOLVED, That a suitable copy of this resolution be
12 delivered to the Director of Healthcare and Family Services.
