SENATE JOINT RESOLUTION

 
2     WHEREAS, The Health Facilities Planning Act is set to
3 expire on April 1, 2007; and
 
4     WHEREAS, The role of the Health Facilities Planning Board
5 has been the source of ongoing debate in the General Assembly;
6 and
 
7     WHEREAS, The House Democrat Caucus initiated a review of
8 the Health Facilities Planning Board in House Resolution 1497
9 of the 94th General Assembly; and
 
10     WHEREAS, The Commission on Government Forecasting and
11 Accountability has solicited a study on the ability of the
12 Health Facilities Planning Board to fulfill its mission of
13 health care cost containment in response to House Resolution
14 1497; and
 
15     WHEREAS, The Senate Republican Caucus has reviewed the
16 health facilities planning process and released a report
17 detailing desired changes that will make the Health Facilities
18 Planning Board more responsive and efficient; and
 
19     WHEREAS, The tumultuous past and uncertain future of the
20 Health Facilities Planning Board necessitates specific

1 attention from the General Assembly; therefore, be it
 
2     RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL
3 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4 CONCURRING HEREIN, that there is created the Health Facilities
5 Planning Board Task Force consisting of 13 members appointed as
6 follows: one member appointed by the Director of Public Health,
7 one member appointed by the Governor to represent hospitals,
8 one member appointed by the Governor to represent nursing
9 homes, one member appointed by the Governor to represent
10 physicians, 2 members appointed by the President of the Senate,
11 2 members appointed by the Minority Leader of the Senate, 2
12 members appointed by the Speaker of the House of
13 Representatives, 2 members appointed by the Minority Leader of
14 the House of Representatives, and the current Chairperson of
15 the Illinois Health Facilities Planning Board; and be it
16 further
 
17     RESOLVED, That the Task Force shall study the utility,
18 effectiveness, and efficiency of the Health Facilities
19 Planning Board and shall report its findings to the General
20 Assembly on or before February 1, 2008; and be it further
 
21     RESOLVED, That a copy of this resolution be presented to
22 the Director of Public Health, the Governor, the President of
23 the Senate, the Minority Leader of the Senate, the Speaker of

2 of Representatives, and the Chairperson of the Health
3 Facilities Planning Board.
