1     AN ACT concerning safety.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Environmental Protection Act is amended by
5 changing Section 55.6a as follows:
 
6     (415 ILCS 5/55.6a)
7     Sec. 55.6a. Emergency Public Health Fund.
8     (a) Beginning on July 1, 2003, moneys in the the Emergency
9 Public Health Fund, subject to appropriation, shall be
10 allocated annually as follows: (i) $200,000 to the Department
11 of Natural Resources for the purposes described in Section
12 55.6(c)(6) and (ii) subject to subsection (b) of this Section,
13 all remaining amounts to the Department of Public Health to be
14 used to make vector control grants and surveillance grants to
15 the Cook County Department of Public Health (for areas of the
16 County excluding the City of Chicago), to the City of Chicago
17 health department, and to other certified local health
18 departments. These grants shall be used for expenses related to
19 West Nile Virus and other vector-borne diseases. The amount of
20 each grant shall be based on population and need as supported
21 by information submitted to the Department of Public Health.
22 For the purposes of this Section, need shall be determined by
23 the Department based primarily upon surveillance data and the

1 number of positive human cases of West Nile Virus and other
2 vector-borne diseases occurring during the preceding year and
3 current year in the county or municipality seeking the grant.
4     (b) Beginning on July 31, 2003, on the last day of each
5 month, the State Comptroller shall order transferred and the
6 State Treasurer shall transfer the fees collected in the
7 previous month pursuant to item (1.5) of subsection (a) of
8 Section 55.8 from the Emergency Public Health Fund to the
9 Communications Revolving Fund. These transfers shall continue
10 until the cumulative total of the transfers is $3,000,000.
