1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Sections
5 21-27 and 22-45 as follows:
 
6     (105 ILCS 5/21-27)
7     Sec. 21-27. The Illinois Teaching Excellence Program.
8     (a) The Illinois Teaching Excellence Program is hereby
9 established to provide categorical funding for monetary
10 incentives and bonuses for teachers and school counselors who
11 are employed by school districts and who hold a Master
12 Certificate. The State Board of Education shall allocate and
13 distribute to each school district an amount as annually
14 appropriated by the General Assembly from federal funds for the
15 Illinois Teaching Excellence Program. The State Board of
16 Education's annual budget must set out by separate line item
17 the appropriation for the program. Unless otherwise provided by
18 appropriation, each school district's annual allocation shall
19 be the sum of the amounts earned for the following incentives
20 and bonuses:
21         (1) An annual payment of $3,000 to be paid to (A) each
22     teacher who holds both a Master Certificate and a
23     corresponding certificate issued by the National Board for

1     Professional Teaching Standards successfully completes the
2     program leading to and who receives a Master Certificate
3     and is employed as a teacher by a school district and (B)
4     each school counselor who holds both a Master Certificate
5     and a corresponding certificate issued by the National
6     Board for Professional Teaching Standards successfully
7     completes the program leading to and who receives a Master
8     Certificate and is employed as a school counselor by a
9     school district. The school district shall distribute this
10     payment to each eligible teacher or school counselor as a
11     single payment or in not more than 3 payments.
12         (2) An annual incentive equal to $1,000 shall be paid
13     to (A) each teacher or school counselor who holds a Master
14     Certificate, who is employed as a teacher or school
15     counselor by a school district, and who agrees, in writing,
16     to provide at least 30 hours of mentoring during that year
17     to classroom teachers or school counselors, as applicable,
18     and (B) each retired teacher or school counselor who holds
19     both a Master Certificate and a current corresponding
20     certificate issued by the National Board for Professional
21     Teaching Standards and who agrees, in writing, to provide
22     at least 30 hours of mentoring during that year to
23     classroom teachers or school counselors, as applicable. An
24     additional annual incentive equal to $1,000 shall be paid
25     to (I) each teacher or school counselor who holds a Master
26     Certificate, who is employed as a teacher or school

1     counselor by a school district, and who agrees, in writing,
2     to provide an additional 30 60 hours of mentoring during
3     that year to classroom teachers or school counselors, as
4     applicable, and (II) each retired teacher or school
5     counselor who holds both a Master Certificate and a current
6     corresponding certificate issued by the National Board for
7     Professional Teaching Standards and who agrees, in
8     writing, to provide an additional 30 hours of mentoring
9     during that year to classroom teachers or school
10     counselors, as applicable, for a total of 60 hours of
11     mentoring and $2,000 in incentives under this paragraph
12     (2). Mentoring under this paragraph (2) This mentoring may
13     include, either singly or in combination, (i) providing
14     high quality professional development for new and
15     experienced teachers or school counselors, as applicable,
16     and/or , and (ii) assisting National Board for Professional
17     Teaching Standards (NBPTS) candidates through the NBPTS
18     certification process. The school district shall
19     distribute 50% of each annual incentive payment upon
20     completion of the 30 hours or 60 hours of the required
21     mentoring, whichever is applicable. and the remaining 50%
22     of the incentive upon completion of the required 60 hours
23     of mentoring. Credit may not be granted by a school
24     district for mentoring or related services provided during
25     a regular school day or during the total number of days of
26     required service for the school year.

1         (3) An annual incentive equal to $2,000 shall be paid
2     to (A) each teacher or school counselor who holds a Master
3     Certificate, who is employed as a teacher or school
4     counselor by a school district, and who agrees, in writing,
5     to provide at least 30 hours of mentoring during that year
6     to classroom teachers or school counselors, as applicable,
7     in schools on academic early warning status or in schools
8     in which 50% or more of the students receive free or
9     reduced price lunches, or both, and (B) each retired
10     teacher or school counselor who holds both a Master
11     Certificate and a current corresponding certificate issued
12     by the National Board for Professional Teaching Standards
13     and who agrees, in writing, to provide at least 30 hours of
14     mentoring during that year to classroom teachers or school
15     counselors, as applicable, in schools on academic early
16     warning status or in schools in which 50% or more of the
17     students receive free or reduced price lunches, or both. An
18     additional annual incentive equal to $2,000 $3,000 shall be
19     paid to (I) each teacher or school counselor who holds a
20     Master Certificate, who is employed as a teacher or school
21     counselor by a school district, and who agrees, in writing,
22     to provide an additional 30 60 hours of mentoring during
23     that year to classroom teachers or school counselors, as
24     applicable, in schools on academic early warning status or
25     in schools in which 50% or more of the students receive
26     free or reduced price lunches, or both, and (II) each

1     retired teacher or school counselor who holds both a Master
2     Certificate and a current corresponding certificate issued
3     by the National Board for Professional Teaching Standards
4     and who agrees, in writing, to provide an additional 30
5     hours of mentoring during that year to classroom teachers
6     or school counselors, as applicable, in schools on academic
7     early warning status or in schools in which 50% or more of
8     the students receive free or reduced price lunches, or
9     both, for a total of 60 hours of mentoring and $4,000 in
10     incentives under this paragraph (3). Mentoring under this
11     paragraph (3) may include, either singly or in combination,
12     (i) providing high quality professional development for
13     new and experienced teachers or school counselors, as
14     applicable, in schools on academic early warning status or
15     in schools in which 50% or more of the students receive
16     free or reduced price lunches, or both, and/or (ii)
17     assisting National Board for Professional Teaching
18     Standards (NBPTS) candidates through the NBPTS
19     certification process in schools on academic early warning
20     status or in schools in which 50% or more of the students
21     receive free or reduced price lunches, or both. The school
22     district shall distribute 50% of each annual incentive
23     payment upon completion of the 30 hours or 60 hours of the
24     required mentoring, whichever is applicable. and the
25     remaining 50% of the incentive upon completion of the
26     required 60 hours of mentoring. Credit may not be granted

1     by a school district for mentoring or related services
2     provided during a regular school day or during the total
3     number of days of required service for the school year.
4         (4) If funds are available under the Illinois Teaching
5     Excellence Program in a given fiscal year, the following
6     Master Certificate incentives shall be provided:
7             (A) As a first priority, monetary support of up to
8         $2,000 per person shall be provided for first-time
9         application fees.
10             (B) As a second priority, monetary support for
11         NBPTS's Take One! process of up to $395 per person
12         shall be provided for cohorts of teachers in schools on
13         academic early warning status or schools deemed to be a
14         priority by the State Board of Education.
15             (C) As a third priority, monetary support of up to
16         $350 per retake shall be provided for up to 3 retakes.
17             (D) As a fourth priority, monetary support of up to
18         $850 per person shall be provided for renewals for
19         those persons who have not received prior State or
20         federal fee support.
21     (b) Each regional superintendent of schools shall provide
22 information about National Board certification administered by
23 the Master Certificate Program of the National Board for
24 Professional Teaching Standards (NBPTS) and this Section
25 amendatory Act of the 91st General Assembly to each individual
26 seeking to register or renew a certificate under Section 21-14

1 of this Code.
2     (c) After the incentives and bonuses under subsection (a)
3 of this Section have been expended in a given fiscal year, if
4 there are additional funds available under the Illinois
5 Teaching Excellence Program, up to $250,000 must be used for
6 the continuation of an appropriate electronic system to process
7 Master Certificates and various payments.
8     (d) After funds have been expended under priorities (A)
9 through (D) of paragraph (4) of subsection (a) of this Section
10 in a given fiscal year and if there are any additional funds
11 available under the Illinois Teaching Excellence Program,
12 remaining funds must be spent on candidate support and
13 recruitment.

19     Sec. 22-45. Illinois P-20 Council.
20     (a) The General Assembly finds that preparing Illinoisans
21 for success in school and the workplace requires a continuum of
22 quality education from preschool through graduate school. This
23 State needs a framework to guide education policy and integrate
24 education at every level. A statewide coordinating council to
25 study and make recommendations concerning education at all

1 levels can avoid fragmentation of policies, promote improved
2 teaching and learning, and continue to cultivate and
3 demonstrate strong accountability and efficiency. Establishing
4 an Illinois P-20 Council will develop a statewide agenda that
5 will move the State towards the common goals of improving
6 academic achievement, increasing college access and success,
7 improving use of existing data and measurements, developing
8 improved accountability, promoting lifelong learning, easing
9 the transition to college, and reducing remediation. A
10 pre-kindergarten through grade 20 agenda will strengthen this
11 State's economic competitiveness by producing a highly-skilled
12 workforce. In addition, lifelong learning plans will enhance
13 this State's ability to leverage funding.
14     (b) There is created the Illinois P-20 Council. The
15 Illinois P-20 Council shall include all of the following
16 members:
17         (1) The Governor or his or designee, to serve as
18     chairperson.
19         (2) Four members of the General Assembly, one appointed
20     by the Speaker of the House of Representatives, one
21     appointed by the Minority Leader of the House of
22     Representatives, one appointed by the President of the
23     Senate, and one appointed by the Minority Leader of the
24     Senate.
25         (3) Six at-large members appointed by the Governor as
26     follows, with 2 members being from the City of Chicago, 2

1     members being from Lake County, McHenry County, Kane
2     County, DuPage County, Will County, or that part of Cook
3     County outside of the City of Chicago, and 2 members being
4     from the remainder of the State:
5             (A) one representative of civic leaders;
6             (B) one representative of local government;
7             (C) one representative of trade unions;
8             (D) one representative of nonprofit organizations
9         or foundations;
10             (E) one representative of parents' organizations;
11         and
12             (F) one education research expert.
13         (4) Five members appointed by statewide business
14     organizations and business trade associations.
15         (5) Six members appointed by statewide professional
16     organizations and associations representing
17     pre-kindergarten through grade 20 teachers, community
18     college faculty, and public university faculty.
19         (6) Two members appointed by associations representing
20     local school administrators and school board members. One
21     of these members must be a special education administrator.
22         (7) One member representing community colleges,
23     appointed by the Illinois Council of Community College
24     Presidents.
25         (8) One member representing 4-year independent
26     colleges and universities, appointed by a statewide

1     organization representing private institutions of higher
2     learning.
3         (9) One member representing public 4-year
4     universities, appointed jointly by the university
5     presidents and chancellors.
6         (10) Ex-officio members as follows from the following
7     State agencies, boards, commissions, and councils:
8             (A) The State Superintendent of Education or his or
9         her designee.
10             (B) The Executive Director of the Board of Higher
11         Education or his or her designee.
12             (C) The President and Chief Executive Officer of
13         the Illinois Community College Board or his or her
14         designee.
15             (D) The Executive Director of the Illinois Student
16         Assistance Commission or his or her designee.
17             (E) The Co-chairpersons of the Illinois Workforce
18         Investment Board or their designee.
19             (F) The Director of Commerce and Economic
20         Opportunity or his or her designee.
21             (G) The Chairperson of the Illinois Early Learning
22         Council or his or her designee.
23             (H) The President of the Illinois Mathematics and
24         Science Academy or his or her designee.
25             (I) The President of the Illinois Adult and
26         Continuing Educators Association or his or her

1         designee.
2 Ex-officio members shall have no vote on the Illinois P-20
3 Council.
4     Appointed members shall serve for staggered terms expiring
5 on July 1 of the first, second, or third calendar year
6 following their appointments or until their successors are
7 appointed and have qualified. Staggered terms shall be
8 determined by lot at the organizing meeting of the Illinois
9 P-20 Council.
10     Vacancies shall be filled in the same manner as original
11 appointments, and any member so appointed shall serve during
12 the remainder of the term for which the vacancy occurred.
13     (c) The Illinois P-20 Council shall be funded through State
14 appropriations to support staff activities, research,
15 data-collection, and dissemination. The Illinois P-20 Council
16 shall be staffed by the Office of the Governor, in coordination
17 with relevant State agencies, boards, and commissions. The
18 Illinois Education Research Council shall provide research and
19 coordinate research collection activities for the Illinois
20 P-20 Council.
21     (d) The Illinois P-20 Council shall have all of the
22 following duties:
23         (1) To make recommendations to do all of the following:
24             (A) Coordinate pre-kindergarten through grade 20
25         (graduate school) education in this State through
26         working at the intersections of educational systems to

1         promote collaborative infrastructure.
2             (B) Coordinate and leverage strategies, actions,
3         legislation, policies, and resources of all
4         stakeholders to support fundamental and lasting
5         improvement in this State's public schools, community
6         colleges, and universities.
7             (C) Better align the high school curriculum with
8         postsecondary expectations.
9             (D) Better align assessments across all levels of
10         education.
11             (E) Reduce the need for students entering
12         institutions of higher education to take remedial
13         courses.
14             (F) Smooth the transition from high school to
15         college.
16             (G) Improve high school and college graduation
17         rates.
18             (H) Improve the rigor and relevance of academic
19         standards for college and workforce readiness.
20             (I) Better align college and university teaching
21         programs with the needs of Illinois schools.
22         (2) To advise the Governor, the General Assembly, the
23     State's education and higher education agencies, and the
24     State's workforce and economic development boards and
25     agencies on policies related to lifelong learning for
26     Illinois students and families.

1         (3) To articulate a framework for systemic educational
2     improvement that will enable every student to meet or
3     exceed Illinois learning standards and be well-prepared to
4     succeed in the workforce and community.
5         (4) To provide an estimated fiscal impact for
6     implementation of all Council recommendations.
7     (e) The chairperson of the Illinois P-20 Council may
8 authorize the creation of working groups focusing on areas of
9 interest to Illinois educational and workforce development,
10 including without limitation the following areas:
11         (1) Preparation, recruitment, and certification of
12     highly qualified teachers.
13         (2) Mentoring and induction of highly qualified
14     teachers.
15         (3) The diversity of highly qualified teachers.
16         (4) Funding for highly qualified teachers, including
17     developing a strategic and collaborative plan to seek
18     federal and private grants to support initiatives
19     targeting teacher preparation and its impact on student
20     achievement.
21         (5) Highly effective administrators.
22         (6) Illinois birth through age 3 education,
23     pre-kindergarten, and early childhood education.
24         (7) The assessment, alignment, outreach, and network
25     of college and workforce readiness efforts.
26         (8) Alternative routes to college access.

1         (9) Research data and accountability.
2     The chairperson of the Illinois P-20 Council may designate
3 Council members to serve as working group chairpersons. Working
4 groups may invite organizations and individuals representing
5 pre-kindergarten through grade 20 interests to participate in
6 discussions, data collection, and dissemination.

8     Section 99. Effective date. This Act takes effect June 1,
