SYNOPSIS AS INTRODUCED:

10 ILCS 5/9-1.8  from Ch. 46, par. 9-1.8

    Amends the Election Code. Redefines State and local political committees to include a person or group that takes action necessary under State law to attempt to qualify for placement of a name or public question on the ballot.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by changing
5 Sections 9-1.7 and 9-1.8 as follows:
 
6     (10 ILCS 5/9-1.7)   (from Ch. 46, par. 9-1.7)
7     Sec. 9-1.7. "Local political committee" means the
8 candidate himself or any individual, trust, partnership,
9 committee, association, corporation, or other organization or
10 group of persons which:
11         (a) takes the action necessary under the laws of this
12     State to attempt to qualify for placement of a name or
13     public question on the ballot;
14         (b) (a) accepts contributions or grants or makes
15     expenditures during any 12-month period in an aggregate
16     amount exceeding $3,000 on behalf of or in opposition to a
17     candidate or candidates for public office who are required
18     by the Illinois Governmental Ethics Act to file statements
19     of economic interests with the county clerk, or on behalf
20     of or in opposition to a candidate or candidates for
21     election to the office of ward or township committeeman in
22     counties of 3,000,000 or more population;
23         (c) (b) accepts contributions or makes expenditures

1     during any 12-month period in an aggregate amount exceeding
2     $3,000 in support of or in opposition to any question of
3     public policy to be submitted to the electors of an area
4     encompassing no more than one county;
5         (d) (c) accepts contributions or makes expenditures
6     during any 12-month period in an aggregate amount exceeding
7     $3,000 and has as its primary purpose the furtherance of
8     governmental, political or social values, is organized on a
9     not-for-profit basis, and which publicly endorses or
10     publicly opposes a candidate or candidates for public
11     office who are required by the Illinois Governmental Ethics
12     Act to file statements of economic interest with the County
13     Clerk or a candidate or candidates for the office of ward
14     or township committeeman in counties of 3,000,000 or more
15     population; or
16         (e) (d) accepts contributions or makes expenditures
17     during any 12-month period in an aggregate amount exceeding
18     $3,000 for electioneering communications relating to any
19     candidate or candidates described in paragraph (b) (a) or
20     any question of public policy described in paragraph (c)
21     (b).

12     (c) (b) accepts contributions or makes expenditures during
13 any 12-month period in an aggregate amount exceeding $3,000 in
14 support of or in opposition to any question of public policy to
15 be submitted to the electors of an area encompassing more than
16 one county,
17     (d) (c) accepts contributions or makes expenditures during
18 any 12-month period in an aggregate amount exceeding $3,000 and
19 has as its primary purpose the furtherance of governmental,
20 political or social values, is organized on a not-for-profit
21 basis, and which publicly endorses or publicly opposes a
22 candidate or candidates for public office who are required by
23 the Illinois Governmental Ethics Act to file statements of
24 economic interest with the Secretary of State, or
25     (e) (d) accepts contributions or makes expenditures during
26 any 12-month period in an aggregate amount exceeding $3,000 for

1 electioneering communications relating to any candidate or
2 candidates described in paragraph (b) (a) or any question of
3 public policy described in paragraph (c) (b).
