AMENDMENT TO SENATE BILL 1664

2     AMENDMENT NO. ______. Amend Senate Bill 1664 on page 12, by
3 replacing lines 11 through 20 with the following:
4 "community or State-operated services. The Governor shall
5 create a commission by July 1, 2007, or as soon thereafter as
6 possible, to review funding methodologies, identify gaps in
7 funding, identify revenue, and prioritize use of that revenue
8 for community developmental disability services, mental health
9 services, alcohol and substance abuse services, rehabilitation
10 services, and early intervention services. The first meeting of
11 the commission shall be held within the first month after the
12 creation and appointment of the commission, and a final report
13 summarizing the commission's recommendations must be issued
14 within 12 months after the first meeting, and no later than
15 September 1, 2008, to the Governor and the General Assembly.
16 The commission shall have the following 13 voting members:
17         (A) one member of the House of Representatives,
18     appointed by the Speaker of the House of Representatives;

1         (B) one member of the House of Representatives,
2     appointed by the House Minority Leader;
3         (C) one member of the Senate, appointed by the
4     President of the Senate;
5         (D) one member of the Senate, appointed by the Senate
6     Minority leader;
7         (E) one person with a developmental disability, or a
8     family member or guardian of such a person, appointed by
9     the Governor;
10         (F) one person with a mental illness, or a family
11     member or guardian of such a person, appointed by the
12     Governor;
13         (G) two persons from unions that represent employees of
14     community providers that serve people with developmental
15     disabilities, mental illness, and alcohol and substance
16     abuse disorders, appointed by the Governor; and
17         (H) five persons from statewide associations that
18     represent community providers that provide residential,
19     day training, and other developmental disability services,
20     mental health services, alcohol and substance abuse
21     services, rehabilitation services, or early intervention
22     services, or any combination of those, appointed by the
23     Governor.
24     The commission shall also have the following ex-officio,
25 nonvoting members:
26         (I) the Director of the Governor's Office of Management

1     and Budget or his or her designee;
2         (J) the Chief Financial Officer of the Department of
3     Human Services or his or her designee; and
4         (K) the Administrator of the Department of Healthcare
5     and Family Services Division of Finance or his or her
6     designee.
7     The funding methodologies must reflect economic factors
8 inherent in providing services and supports, recognize
9 individual".
