    Amends the Regional Planning Act. Provides for a review process for Projects of Regional Significance. Imposes a fee on counties and municipalities to be used to promote comprehensive land use and transportation planning. Provides for the General Assembly to match the fees. Requires the Board to review and make recommendations to designate a Metropolitan Planning Organization to coordinate decision-making. Contains other provisions.

1     AN ACT concerning regional planning.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Regional Planning Act is amended by changing
5 Section 60 and by adding Sections 46 and 47 as follows:

7     Sec. 46. Projects of Regional Significance. The Board of
8 the Chicago Metropolitan Agency for Planning (CMAP) shall
9 establish an orderly review process to evaluate Projects of
10 Regional Significance. The Board shall establish specific
11 thresholds, criteria, and procedures for the identification
12 and review of Projects of Regional Significance.
13     The intent of the PRS review process is to facilitate
14 intergovernmental coordination and cooperation and to ensure
15 consistency with regional plans and policies within the CMAP
16 planning area. The process is advisory in nature.

18     Sec. 47. Funding. A fee is imposed upon county and
19 municipal governments located within the planning area of the
20 Chicago Metropolitan Agency for Planning for the specific
21 purpose of promoting comprehensive land use and transportation
22 planning in northeast Illinois. The amount of the fee shall be

1 determined by the Board. The Illinois General Assembly shall
2 provide an equal match to the funds generated by the county and
3 municipal governments.
4     The fee imposed shall be paid annually into the Northeast
5 Illinois Comprehensive Planning Fund on or before July 1. The
6 funds may be used for, but not limited to, the operating costs
7 of the Chicago Metropolitan Agency for Planning to promote
8 comprehensive planning in northeast Illinois.

10     Sec. 60. Metropolitan planning organization.
11     (a) It is the intent of this Act that the CATS Policy
12 Committee, as the Transportation Planning Committee for the
13 Board, remain the federally designated Metropolitan Planning
14 Organization for the Chicago region under the requirements of
15 federal regulations promulgated by USDOT. The CATS Policy
16 Committee shall prepare and approve all plans, reports, and
17 programs required of an MPO, including the federally mandated
18 Regional Transportation Plan, Transportation Improvement
19 Program and Unified Work Program.
20     (b) The processes previously established by the CATS Policy
21 Committee shall be continued as the means by which local
22 elected officials program federal Surface Transportation
23 Program and Congestion, Mitigation, and Air Quality funds and
24 address other regional transportation issues.
25     (c) The Board shall review, evaluate, and make a

1 recommendation for the designation of a Metropolitan Planning
2 Organization (MPO) that coordinates comprehensive planning and
3 transportation decision-making in the region. The
4 recommendation shall detail an orderly process that will
5 establish an MPO planning process that meets federal
6 requirements.
7     A recommendation shall be submitted to the Illinois General
8 Assembly and the Governor on or before January 1, 2008. The
9 process shall be effective by August 2008, to meet the Regional
10 Planning Act's 3-year implementation deadline.
