SYNOPSIS AS INTRODUCED:
 
225 ILCS 15/11.5 new

    Amends the Clinical Psychologist Licensing Act. Allows an individual who is licensed in good standing to practice psychology in another state, province, or territory to render clinical psychological services in this State for up to 10 calendar days per year without obtaining separate licensure. Provides that an individual licensed to practice psychology in another jurisdiction who is providing services in response to a declared disaster under the agreement between the American Red Cross and the American Psychological Association's Disaster Response Network may practice psychology in this State for no more than 60 days per year without applying for a license.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Clinical Psychologist Licensing Act is
5 amended by adding Section 11.5 as follows:
 
6     (225 ILCS 15/11.5 new)
7     Sec. 11.5. Temporary practice by persons licensed in other
8 jurisdictions.
9     (a) An individual who is licensed in good standing to
10 practice psychology independently and at the doctoral level in
11 another state, province, or territory may render clinical
12 psychological services, as defined in Section 2 of this Act, in
13 this State for up to 10 calendar days per year, consecutively
14 or in aggregate, without obtaining separate licensure under
15 this Act. Any portion of a calendar day in which the
16 psychologist provides services in this State is considered one
17 working day. In no case shall a person practicing pursuant to
18 this subsection (a) establish a permanent office location in
19 Illinois, nor prepare or publish letterhead, business cards, or
20 similar publicity materials listing an Illinois address or
21 Illinois-based phone number. Time devoted to providing
22 testimony in court or in deposition shall not be counted as
23 part of the 10 calendar days allowed under this subsection (a).

1     (b) An individual licensed to practice psychology in
2 another jurisdiction who is providing services in response to a
3 declared disaster under the agreement between the American Red
4 Cross and the American Psychological Association's Disaster
5 Response Network may practice psychology in this State for no
6 more than 60 days per year without applying for a license.
7     (c) Any psychologist practicing pursuant to subsection (a)
8 or (b) of this Section shall conform his or her practice to the
9 mandates of and shall be subject to the prohibitions and
10 sanctions, as well as the provisions on hearings and
11 investigations, contained in this Act and any rules adopted
12 thereunder while he or she is practicing in this State.
