SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/4.5 new

    Amends the State Finance Act. Provides that each fiscal year, the General Assembly shall appropriate for educational programs an amount that is equal to or exceeds the sum of (i) the total amount appropriated from general funds for educational programs during the fiscal year immediately preceding the fiscal year for which the appropriation is being made and (ii) 51% of total new general funds available for spending from estimated growth in revenues and funds available because of budgeted program growth and decline in the fiscal year for which the appropriation is being made. Provides that money from new general funds must be spent on educational programs that are not considered administrative expenditures. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 4.5 as follows:
 
6     (30 ILCS 105/4.5 new)
7     Sec. 4.5. Educational appropriations. Beginning with
8 fiscal year 2008 and in each fiscal year thereafter, the
9 General Assembly shall appropriate for educational programs an
10 amount that is equal to or exceeds the sum of (i) the total
11 amount appropriated from general funds for educational
12 programs during the fiscal year immediately preceding the
13 fiscal year for which the appropriation is being made and (ii)
14 51% of total new general funds available for spending from
15 estimated growth in revenues and funds available because of
16 budgeted program growth and decline in the fiscal year for
17 which the appropriation is being made. Money from new general
18 funds must be spent on educational programs that are not
19 defined as administrative expenditures under Section 17-1.5 of
20 the School Code.
 
21     Section 99. Effective date. This Act takes effect upon
22 becoming law.
