SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Diabetes Initiative Act. Provides that the Department of Human Services shall develop a strategic plan to slow the rate of diabetes as a result of obesity and other environmental factors by the year 2010. Provides certain guidelines for the development of the plan. Provides that the Department shall deliver the plan to the Governor and to the General Assembly on or before December 31, 2008. Provides that the Act is repealed on January 1, 2010. Effective immediately.

1     AN ACT concerning health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Diabetes Initiative Act.
 
6     Section 5. Diabetes initiative.
7     (a) The Department of Human Services shall develop a
8 strategic plan to slow the rate of diabetes as a result of
9 obesity and other environmental factors by the year 2010. The
10 Department shall collaborate with the Illinois State Diabetes
11 Commission and may convene work groups as necessary that may
12 include:
13         (1) health care professionals and researchers
14     specializing in diabetes treatment or research;
15         (2) diabetes educators;
16         (3) representatives of medical schools or schools of
17     public health;
18         (4) high school or college health educators;
19         (5) representatives from geographic areas or other
20     population groups at higher risk of diabetes;
21         (6) representatives of community-based organizations
22     involved in providing education, awareness, or support
23     about diabetes; or

1         (7) other representatives the Department determines
2     are necessary.
3     (b) In developing the plan, the Department shall:
4         (1) identify barriers to effective screening
5     compliance and treatment for diabetes, including specific
6     barriers affecting providers and patients;
7         (2) identify methods to increase the number of
8     beneficiaries who will screen regularly for diabetes;
9         (3) review current medical therapies and best clinical
10     practices for diabetes, including the American Diabetes
11     Association clinical measures and recommendations,
12     including the importance of Body Mass Index as a key factor
13     to managing diabetes;
14         (4) review drugs and biologicals available to control
15     diabetes, including those that are provided upon failure of
16     oral medications and as ancillary to the provision of
17     insulin;
18         (5) review current screening, treatment, and related
19     activities in this State and identify gaps in service
20     delivery, use of technology, or use of current clinical
21     measures and guidelines, such as those promulgated by the
22     American Diabetes Association;
23         (6) identify actions to be taken to reduce the
24     morbidity and mortality from diabetes by the year 2010 and
25     a time line for taking those actions; and
26         (7) make recommendations to the General Assembly on

1     policy changes and funding needed to achieve the strategic
2     plan.
3     (c) The Department shall deliver the plan to the Governor
4 and to the General Assembly on or before December 31, 2008.
 
5     Section 10. Expiration. This Act is repealed on January 1,
6 2010.
 
7     Section 99. Effective date. This Act takes effect upon
8 becoming law.
