AMENDMENT TO SENATE BILL 547

2     AMENDMENT NO. ______. Amend Senate Bill 547 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-367 as follows:
 
7     (20 ILCS 2310/2310-367 new)
8     Sec. 2310-367. Health Data Task Force.
9     (a) Subject to an appropriation or the availability of
10 other funds identified for this purpose, the Health Data Task
11 Force is created. In accordance with the recommendations of the
12 2007 Illinois State Health Improvement Plan, the Health Data
13 Task Force shall develop a plan to create a linked health data
14 system that measures, analyzes, and reports on the health
15 status of Illinois residents, including those impacted by
16 health disparities. The plan shall include, but not be limited

1 to all of the following:
2         (1) Approaches to assuring adequate data on race,
3     ethnicity, geographic location, gender, age, sexual
4     orientation, and other populations affected by health
5     disparities.
6         (2) Identification of and proposals for addressing
7     privacy and other legal issues.
8         (3) Identification of and approaches to solving
9     compatibility issues, including software, hardware,
10     platform, and other information systems issues.
11         (4) Identification of needs and approaches to
12     standardizing definitions of indicators across systems to
13     assure comparability.
14         (5) Approaches that assure the highest quality data
15     collection.
16         (6) Development of methods to increase the timeliness
17     and availability of health data.
18         (7) Integration of methods to increase the timeliness
19     and availability of health data.
20         (8) Methods for effective dissemination and use of the
21     health data to non-governmental organizations for program
22     development and policy planning.
23     (b) The Health Data Task Force shall be composed of the
24 following members: the Director of Public Health or his or her
25 designee; the Director of Children and Family Services or his
26 or her designee; the Director of Central Management Services or

1 his or her designee; the Secretary of Human Services or his or
2 her designee; the State Superintendent of Education or his or
3 her designee; and a maximum of 20 public members appointed by
4 the Governor including, but not be limited to, representatives
5 of health care provider organizations, local health
6 departments, minority health organizations, and other users
7 and providers of public health data.
8     (c) The Task Force members shall serve without
9 compensation, but public members shall be reimbursed for their
10 reasonable travel expenses incurred in performing their duties
11 in connection with the Task Force.
12     (d) The Department of Public Health shall be the primary
13 agency in providing staff and administrative support to the
14 Task Force. The other State agencies represented on the Task
15 Force shall work cooperatively with the Department of Public
16 Health to provide administrative support to the Task Force.
17     (e) Within 90 days after the effective date of this
18 amendatory Act of the 95th General Assembly, the Department of
19 Public Health may contract with an independent vendor that has
20 expertise in public health data management, analysis, and
21 information systems. In addition, the Department may contract
22 with a vendor to provide the task force with logistical and
23 process support in the development of the plan to create a
24 linked health data system.
25     (f) The Task Force shall submit its plan to the Governor
26 and to the General Assembly no later than December 31, 2008.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.".
