SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/4-203.5 new

    Amends the Illinois Vehicle Code. Provides that any towing service that tows or removes a disabled vehicle with the permission of the owner, operator, or person in control of the vehicle shall provide that person with a document, signed by both the driver of the tow truck and that person, that sets forth specified information, including the estimated cost of the tow. Provides that violation of the provision is a petty offense punishable by a fine of not more than $1,000. Provides that the provision applies only in counties having a population of more than 3,000,000 and in counties with a population of more than 250,000 and less than 3,000,000 that are contiguous to a county with a population of more than 3,000,000. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by adding
5 Section 4-203.5 as follows:
 
6     (625 ILCS 5/4-203.5 new)
7     Sec. 4-203.5. Truth in towing.
8     (a) Any towing service that tows or removes a disabled
9 vehicle with the permission of the owner, operator, or person
10 in control of the vehicle shall provide to the owner, operator,
11 or person in control of the vehicle a document, signed by both
12 the driver of the tow truck and the owner, operator, or person
13 in control of the disabled vehicle, that sets forth the
14 following:
15         (1) the name, address, and telephone number of the
16     towing service;
17         (2) the estimated cost of towing the disabled vehicle
18     to the location designated by the owner, operator, or
19     person in control of the vehicle;
20         (3) the license plate of the tow truck that tows the
21     disabled vehicle; and
22         (4) the toll-free consumer hotline of the Attorney
23     General's Office.

1     (b) A violation of this Section is a petty offense

3     (c) This Section applies only in counties having a

7 3,000,000.
 
8     Section 99. Effective date. This Act takes effect upon
9 becoming law.
