SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.675 new
30 ILCS 105/6z-69 new

    Amends the State Finance Act. Creates a non-appropriated Fund, the Minority Film Support Fund, to be administered by the State Treasurer to help collateralize loans from financial institutions to minority film makers producing films or building or maintaining minority film and television studios when the institution's credit standards would not otherwise be met.

1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Sections 6z-69 and 5.675 as follows:
 
6     (30 ILCS 105/5.675 new)
7     Sec. 5.675. The Minority Film Support Fund.
 
8     (30 ILCS 105/6z-69 new)
9     Sec. 6z-69. Minority Film Support Fund. There is created in
10 the State Treasury the Minority Film Support Fund. The Minority
11 Film Support Fund shall be a non-appropriated fund that is held
12 by the State Treasurer separate and apart from other State
13 funds. The Fund shall be administered by the State Treasurer to
14 help collateralize loans from financial institutions to
15 minority film makers producing films or building or maintaining
16 minority film and television studios in the State of Illinois
17 when those films or studios would not otherwise meet the
18 institutions' credit standards. The Fund shall consist of all
19 public and private moneys donated or transferred to the Fund
20 consistent with the Fund's purpose. Any moneys received by the
21 State Treasurer for the Fund shall be deposited into the Fund
22 by the State Treasurer.
