HOUSE RESOLUTION

 
2     WHEREAS, Promoting "fire stop systems" will equate to the
3 construction of all types of buildings being better equipped in
4 the event of a fire; this compartmentalization will prevent
5 fire and smoke from spreading throughout the building; and
 
6     WHEREAS, Fire stopping would prevent smoke from moving from
7 one area to another; most people in fires die from smoke
8 inhalation and not the fire itself; and
 
9     WHEREAS, Fire stopping can keep dust and airborne
10 contaminants from moving from one segment of a building to
11 another; and
 
12     WHEREAS, Fire stopping works in conjunction with
13 sprinklers to afford the best protection to help save lives in
14 the event that the sprinkler system fails and to keep developed
15 smoke from the fire in the area of the burn; and
 
16     WHEREAS, Installation and inspection of proper fire stop
17 systems should be promoted by the State Fire Marshal in it's
18 curriculum that is part of the training and certification for
19 the hundreds of fire inspectors in Illinois; therefore, be it
 
20     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2 there is created a Fire Stop Council under the Office of the
3 State Fire Marshal for the purposes of examining the current
4 state of fire stop systems in Illinois, encouraging education,
5 training, and promoting awareness of the importance of proper
6 fire stop system installation and inspection; and be it further
 
7     RESOLVED, That the Fire Stop Council shall consist of the
8 following members: the State Fire Marshal or his or her
9 designee; one member appointed by the Speaker of the House of
10 Representatives; one member appointed by the Minority leader of
11 the House of Representatives; one member appointed by an
12 association representing fire stop systems; one member
13 appointed by an association representing municipalities; one
14 member appointed by an association representing fire
15 inspectors; and one member appointed by an association
16 representing fire stop insulators; and be it further
 
17     RESOLVED, That the Council is charged with the development
18 of means and methods of training building inspectors to
19 recognize proper installation and inspection of fire stop
20 systems, including destructive tests; and be it further
 
21     RESOLVED, That the Council shall meet initially at the call
22 of the State Fire Marshal and thereafter as necessary and shall
23 report its findings and recommendations to the House of

1 Representatives by filing copies of its report with the clerk
2 of the House of Representatives, no later than January 1, 2010;
3 and that upon filing its report the Council is dissolved; and
4 be it further
 
5     RESOLVED, That a suitable copy of this resolution be
6 delivered to the Illinois State Fire Marshal.
