AMENDMENT TO HOUSE RESOLUTION 994

2     AMENDMENT NO. ___. Amend House Resolution 994 as follows:
 
3 on page 1, immediately below line 5, by inserting the
4 following:
 
5     "WHEREAS, The U.S. Department of Education has indicated
6 through its peer review process that the IMAGE Test is no
7 longer an acceptable achievement test for English Language
8 Learner (ELL) students; and"; and
 
9 on page 1, by deleting lines 11 through 13; and
 
10 on page 1, immediately below line 20, by inserting the
11 following:
 
12     "WHEREAS, The impact of this decision will mean that ELL
13 students will be taking tests that are inappropriate to measure

1 their academic performance because the Illinois Standards
2 Achievement Test (ISAT) was never developed for an ELL
3 population; the ISAT was never normed on an ELL population;
4 and, by definition, students receiving English as a Second
5 Language (ESL) services (students who score 3 or lower on the
6 ACCESS test, the State-required English language proficiency
7 assessment) are not able to work at grade-level standards;
8 and"; and
 
9 on page 2, line 10, by replacing "therefore, be it" with "and";
10 and
 
11 on page 2, by replacing lines 11 through 23 with the following:
12     "WHEREAS, On February 15, 2008, the State Board of
13 Education received notification from the U.S. Department of
14 Education that there is no statutory or regulatory authority to
15 proceed with recommendations made by the Illinois Advisory
16 Council on Bilingual Education; therefore, be it"; and
 
17 on page 3, by replacing lines 1 and 2 with the following:
18     "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
20 urge the State Board of"; and
 
21 on page 3, immediately below line 5, by inserting the
22 following:

1     "RESOLVED, That we urge the State Board of Education to
2 continue to seek federal exemptions until an appropriate
3 assessment can be developed; and be it further".
