HOUSE RESOLUTION

 
2     WHEREAS, In 1994, an innovative Illinois General Assembly
3 approved the Alternative Health Care Delivery Act, which
4 allowed for the licensing and studying of Alternative Health
5 Care delivery systems; and
 
6     WHEREAS, Post Surgical Recovery Care Facilities were
7 established as demonstration programs under this Act; and
 
8     WHEREAS, the original intention was to evaluate and make
9 recommendations regarding these programs and the goal of the
10 Act was to look at alternative delivery programs that could
11 contain costs for the consumer and the State, increase public
12 access to health care, and increase the quality of health care
13 being delivered; and
 
14     WHEREAS, Since that time, a large amount of measurable,
15 objective data has been collected on cost, access, health
16 outcomes, length of stay, satisfaction, and safety; data has
17 been collected through quarterly reporting and surveillance to
18 the Department of Public Health and through onsite annual
19 surveys; and
 
20     WHEREAS, The original Act stated that the Department would
21 adopt rules for each alternative health care model to include

1 the definition and scope of the program, including the date and
2 period of operation under the Act, which was not to exceed 5
3 years; and
 
4     WHEREAS, Those facilities found by the Department to be in
5 substantial compliance were eligible for annual licensing
6 renewal unless or until a different licensure program for Post
7 Surgical Recovery Care Centers was established by subsequent
8 legislation; and
 
9     WHEREAS, 13 years into these demonstration programs, we
10 continue to await review and final reporting of the success of
11 Post Surgical Recovery Care Centers; therefore, be it
 
12     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
14 urge the Department of Public Health to provide for the
15 reporting and recommendations originally called for in the
16 Alternative Health Care Delivery Act; and be it further
 
17     RESOLVED, That if the Post Surgical Recovery Care Centers
18 are shown to meet the original goals of the Act, that they be
19 given the option to seek licensure as a hospital and to meet
20 such licensure standards as the Department may deem valid; this
21 is necessary because the Recovery Care Centers current
22 licensure status is not recognized outside of the State of

1 Illinois, as such the Centers are not eligible for federal or
2 State reimbursement under the Medicare or Medicaid Programs;
3 also, because they are not certified by Medicare as a provider,
4 they fail to meet the definition of a reimbursable healthcare
5 provider under most commercial insurance policies that require
6 some level or type of Medicare Certification in order to be a
7 covered service; this option would insure the continued
8 survival of those facilities developed under the Alternative
9 Health Care Delivery Act who choose to apply for hospital
10 licensure.
