AMENDMENT TO HOUSE JOINT RESOLUTION 103

2     AMENDMENT NO. ___. Amend House Joint Resolution 103 as
3 follows:
 
4 on page 1, by replacing lines 2 through 14 with the following:
 
5     "WHEREAS, The U.S. Centers for Disease and Prevention (CDC)
6 have identified Multidrug-Resistant Organisms (MROs) as a
7 national threat to public health. These include
8 methicillin-resistant Staphylococcus areus (MRSA),
9 vancomycin-resistant (VRE), and certain gram-negative bacilli
10 (GNB) which are microorganisms, predominantly bacteria, that
11 are resistant to one or more classes of antimicrobial agents.
12 These highly resistant organisms deserve special attention
13 because options for treatment are often extremely limited. The
14 95th General Assembly enacted House Bill 192 (PA 95-282) and
15 Senate Bill 233 (PA 95-312) that established MRSA prevention
16 and control programs for licensed hospitals and mental health

1 and developmental disabilities facilities operated by the
2 Department of Human Services, and required the Department of
3 Public Health to publicize guidelines for reducing the
4 incidence of Multidrug-Resistant Organisms (MDROs), including
5 MRSA, to health care providers, health care facilities, public
6 health departments, prisons, jails, and the general public; and
7 to provide periodic reports and updates to public officials,
8 health professionals, and the general public statewide
9 regarding new developments or procedures concerning prevention
10 and management of infections due to MDROs. Additional control
11 and prevention measures are under consideration and may be
12 required to ensure public safety; and
 
13     WHEREAS, It is imperative to protect the health and safety
14 of the public by educating the citizens of this State about the
15 dangers of MDROs; therefore be it
 
16     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18 SENATE CONCURRING HEREIN, that there is created in the
19 Department of Public Health the Joint Task Force on MDRO
20 Education, which shall be charged with the task of spearheading
21 the effort to educate parents, students, teachers, and school
22 administrators about the dangers of MDROs and ways to prevent
23 the spread of diseases related to these organisms; and be it
24 further"; and

3 care consumers,".
