HOUSE JOINT RESOLUTION

 
2     WHEREAS, The members of the Illinois General Assembly wish
3 to acknowledge the life of State Trooper Howard Cleff, who
4 passed away on February 1, 2000; and
 
5     WHEREAS, Howard Cleff was born in 1914 in Birds; in 1946 he
6 received a $100 war bond for making the suggestion to paint
7 white stripes on the shoulders of Illinois highways; and
 
8     WHEREAS, He was hired by the Illinois State Police in 1941,
9 serving as a motorcycle trooper; during his 32 years of service
10 with the Illinois State Police, Howard Cleff received superior
11 ratings every year; and
 
12     WHEREAS, He received the Sharp Shooter Award several times
13 during his career and received a citation and commendation for
14 apprehending a ten most wanted fugitive during the 1960s Cairo
15 riots; and
 
16     WHEREAS, Howard Cleff retired from the Illinois State
17 Police as a motorcycle trooper second class in September of
18 1973; and
 
19     WHEREAS, Badge number 212 is remembered as one of the best
20 liked Illinois State Policemen; therefore, be it

1     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
3 SENATE CONCURRING HEREIN, that we remember the life and career
4 of Howard Cleff and designate that portion of Route 250 from
5 the Wabash river to Lawrenceville as the Howard Cleff Memorial
6 Highway; and be it further
 
7     RESOLVED, That the Illinois Department of Transportation
8 is requested to erect at suitable locations, consistent with
9 State and federal regulations, appropriate plaques or signs
10 giving notice of the designation of that portion of Route 250
11 from the Wabash River to Lawrenceville as the Howard Cleff
12 Memorial Highway; and be it further
 
13     RESOLVED, That a suitable copy of this resolution be
14 presented to the family of Howard Cleff and to the Secretary of
15 the Illinois Department of Transportation.
