HOUSE JOINT RESOLUTION

 
2     WHEREAS, It has been more than 30 years since the enactment
3 of the Illinois Marriage and Dissolution of Marriage Act; and
 
4     WHEREAS, American society and law have undergone
5 significant and numerous changes particularly affecting
6 families and family law; and
 
7     WHEREAS, The General Assembly has dealt with these changes
8 only by amending individual sections of the Act without regard
9 to the overall statutory scheme of the Act; and
 
10     WHEREAS, It is time for a thorough and comprehensive review
11 of the Act to improve and update it in the context of these
12 changes in the last 30 years; therefore, be it
 
13     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
15 SENATE CONCURRING HEREIN, that the Illinois Family-Law Study
16 Committee is created to study and recommend how the Illinois
17 Marriage and Dissolution of Marriage Act should be amended to
18 improve and update it; and be it further
 
19     RESOLVED, That the Committee shall consist of the following
20 members:

1         (1) Two members appointed by the Governor;
2         (2) One member appointed by the President of the
3     Senate;
4         (3) One member appointed by the Minority Leader of the
5     Senate;
6         (4) One member appointed by the Speaker of the House of
7     Representatives;
8         (5) One member appointed by the Minority Leader of the
9     House Representatives;
10         (6) One member appointed by the President of the
11     Illinois State Bar Association;
12         (7) One member appointed by the President of the
13     Chicago Bar Association;
14         (8) One member appointed by the Supreme Court of
15     Illinois;
16         (9) One member appointed by the Illinois Coalition
17     Against Domestic Violence;
18         (10) One member appointed by the President of the
19     Illinois Chapter of the American Academy of Matrimonial
20     Lawyers;
21         (11) The Chair of the Illinois Child Support Advisory
22     Committee;
23         (12) One member appointed by the President of the Equal
24     Justice Foundation who should have experience with
25     providing pro bono or legal-aid services to less affluent
26     litigants; and be it further

1     RESOLVED, That the Committee should seek voluntary
2 assistance from education, legal, civic, and professional
3 organizations and institutions in its review; and be it further
 
4     RESOLVED, That the members of the Committee shall serve
5 without compensation but may be reimbursed for actual expenses
6 incurred while serving on this Committee from funds
7 appropriated to the Department of Healthcare and Family
8 Services' budget for that purpose; and be it further
 
9     RESOLVED, That the Committee shall submit its final report
10 to the Governor and the General Assembly on or before July 1,
11 2009.
