SYNOPSIS AS INTRODUCED:

70 ILCS 3615/4.15 new

    Amends the Regional Transportation Authority Act. Provides that the Board of the Regional Transportation Authority shall ensure the existence and operation of a single searchable website that includes information regarding expenditures of more than $5,000 by the Authority and each of its Service Boards. Provides that the website must contain certain information. Provides that each of the Service Boards must report its expenditures to the Authority within 30 days after the funds are disbursed. Provides that the website must be updated at least monthly. Amends the Metropolitan Transit Authority Act to make conforming changes. Effective immediately.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Metropolitan Transit Authority Act is
5 amended by changing Section 9b as follows:
 
6     (70 ILCS 3605/9b)  (from Ch. 111 2/3, par. 309b)
7     Sec. 9b. The Authority shall comply with the requirements
8 imposed upon a Service Board in Sections 4.09(d), and 4.11, and
9 4.15 of the Regional Transportation Authority Act and with the
10 requirements of subsection (b) of Section 2.11 of the Regional
11 Transportation Authority Act. The Authority shall present
12 evidence that it has complied with Section 27a of this Act to
13 the Regional Transportation Authority.

15     Section 10. The Regional Transportation Authority Act is
16 amended by adding Section 4.15 as follows:

18     Sec. 4.15. Website. No later than January 1, 2009, the
19 Board shall ensure the existence and operation of a single
20 searchable website, accessible by the public at no cost to
21 access, that includes information regarding expenditures of

1 more than $5,000 by the Authority and each of its Service
2 Boards. The website must include the amount of the expenditure,
3 the name of the entity receiving the funds, and the purpose of
4 the expenditure, and may include other relevant information as
5 determined by the Board. Each Service Board shall report its
6 expenditures to the Authority within 30 days after the funds
7 are disbursed, and the website must be updated at least
8 monthly.
9     The website established under this Section:
10         (1) may use any other existing sources of data if these
11     data sources are searchable through the website and can be
12     accessed in a single search;
13         (2) shall not be considered in compliance if it
14     hyperlinks to other existing websites or sources of data
15     and the result is that the information cannot be searched
16     electronically by field in a single search; and
17         (3) shall provide an opportunity for the public to
18     provide input about the utility of the site and
19     recommendations for improvements.
 
20     Section 99. Effective date. This Act takes effect upon
21 becoming law.
