Amends the School Code. Provides that on or before December 1 of each year, a school board shall make available on the school district's Internet website a detailed annual expenditure report for each school building listing the dollar amount expended, by category, and the percentage each expenditure by category represents of the school building's total budget. Sets forth expenditure categories that must be included. Amends the State Mandates Act to require implementation without reimbursement.

| AN ACT concerning education.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The School Code is amended by adding Sections |
5 |
| 17-1.3 and 34-43b as follows: |

| (105 ILCS 5/17-1.3 new) |

| Sec. 17-1.3. School building expenditure report. |
8 |
| (a) The General Assembly finds that meaningful disclosure |
9 |
| of
budgetary data showing categorical expenditures in school
|
10 |
| district buildings is essential for a better understanding of
|
11 |
| costs associated with educating students. |
12 |
| (b) On or before December 1 of each year, a school board |
13 |
| shall make available on the school district's Internet website, |
14 |
| if any, a detailed annual expenditure report for each school |
15 |
| building listing the dollar amount expended, by category, and |
16 |
| the percentage each expenditure by category represents of the |
17 |
| school building's total budget. The expenditure categories |
18 |
| must include without limitation all of the following: |
19 |
| (1) Classroom certified and non-certified personnel. |
20 |
| (2) Building administration personnel. |
21 |
| (3) Support staff. |
22 |
| (4) Equipment. |
23 |
| (5) Textbooks. |
