SYNOPSIS AS INTRODUCED:

    Amends the Toll Highway Act. Provides that a local advisory committee created by the Toll Highway Authority shall be dissolved when one year has elapsed since the completion of the tollway for which the committee was created. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Toll Highway Act is amended by changing
5 Section 14 as follows:
 
6     (605 ILCS 10/14)  (from Ch. 121, par. 100-14)
7     Sec. 14. (a) The Authority shall, prior to the commencement
8 of any engineering and traffic study or studies to determine
9 the feasibility of constructing additional toll highways
10 within the State of Illinois, submit to the Governor for his
11 approval, the route, or routes, proposed for additional toll
12 highways together with an estimate of the cost of the proposed
13 study or studies. If the Governor shall approve such proposed
14 study or studies and the estimated cost thereof, or shall fail
15 to disapprove such proposed study or studies and estimate of
16 cost thereof, within 30 days after receipt thereof, the
17 Authority may, thereupon, proceed with such study or studies.
18     (b) The Authority shall create a local advisory committee
19 of members from each county in which any portion of an
20 additional toll highway is proposed to be constructed. The
21 committee members shall be designated by township and municipal
22 governing bodies in proportion to the percentage of corridor
23 property situated within the unincorporated area of a township

1 and incorporated municipalities located in the same township.
2 No less than 50% of the members of this committee shall be
3 representatives of organized citizen groups directly affected
4 by the proposed corridor. All meetings shall be held in
5 compliance with the Open Meetings Act. The committee shall
6 consider and advise the Authority with respect to the impact on
7 property owners, land use, and other impacts of the proposed
8 highway. The committee shall be dissolved when one year has
9 elapsed since the completion of the tollway for which the
10 committee was created.

12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
