    Amends various Acts relating to the governance of the public universities in Illinois. Subject to certain other admission requirements, requires a university to admit an applicant for admission to the university as an undergraduate student if the applicant graduated in one of the 2 school years preceding the academic year for which the applicant is applying for admission from an approved high school with a grade point average in the top 10% percent of the student's high school graduating class. Requires the university, after admitting the applicant, to review the applicant's record and any other factor the university considers appropriate to determine whether the applicant may require additional preparation for college-level work or would benefit from inclusion in a retention program.

1     AN ACT concerning higher education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The University of Illinois Act is amended by
5 changing Section 8 as follows:
 
6     (110 ILCS 305/8)  (from Ch. 144, par. 29)
7     Sec. 8. Admissions.
8     (a) No student shall be admitted to instruction in any of
9 the departments of the University who shall not have attained
10 to the age of fifteen (15) years, and who shall not previously
11 undergo a satisfactory examination in each of the branches
12 ordinarily taught in the common schools of the state.
13     (b) In addition, commencing in the fall of 1993, no new
14 student shall then or thereafter be admitted to instruction in
15 any of the departments or colleges of the University unless
16 such student also has satisfactorily completed:
17         (1) at least 15 units of high school coursework from
18     the following 5 categories:
19             (A) 4 years of English (emphasizing written and
20         oral communications and literature), of which up to 2
21         years may be collegiate level instruction;
22             (B) 3 years of social studies (emphasizing history
23         and government);

1             (C) 3 years of mathematics (introductory through
2         advanced algebra, geometry, trigonometry, or
3         fundamentals of computer programming);
4             (D) 3 years of science (laboratory sciences); and
5             (E) 2 years of electives in foreign language,
6         music, vocational education or art;
7         (2) except that institutions may admit individual
8     applicants if the institution determines through
9     assessment or through evaluation based on learning
10     outcomes of the coursework taken, including vocational
11     education courses and courses taken in a charter school
12     established under Article 27A of the School Code, that the
13     applicant demonstrates knowledge and skills substantially
14     equivalent to the knowledge and skills expected to be
15     acquired in the high school courses required for admission.
16     The Board of Trustees of the University of Illinois shall
17     not discriminate in the University's admissions process
18     against an applicant for admission because of the
19     applicant's enrollment in a charter school established
20     under Article 27A of the School Code. Institutions may also
21     admit 1) applicants who did not have an opportunity to
22     complete the minimum college preparatory curriculum in
23     high school, and 2) educationally disadvantaged applicants
24     who are admitted to the formal organized special assistance
25     programs that are tailored to the needs of such students,
26     providing that in either case, the institution

1     incorporates in the applicant's baccalaureate curriculum
2     courses or other academic activities that compensate for
3     course deficiencies; and
4         (3) except that up to 3 of the 15 units of coursework
5     required by paragraph (1) of this subsection may be
6     distributed by deducting no more than one unit each from
7     the categories of social studies, mathematics, sciences
8     and electives and completing those 3 units in any of the 5
9     categories of coursework described in paragraph (1).
10     (c) When allocating funds, local boards of education shall
11 recognize their obligation to their students to offer the
12 coursework required by subsection (b).
13     (d) A student who has graduated from high school and has
14 scored within the University's accepted range on the ACT or SAT
15 shall not be required to take the high school level General
16 Educational Development (GED) Test as a prerequisite to
17 admission.
18     (e) In this subsection (e), "approved high school" means a
19 public high school located in this State or a high school
20 located in this State (whether designated as a high school,
21 secondary school, academy, preparatory school, or otherwise)
22 that, in the judgment of the State Superintendent of Education,
23 provides a course of instruction at the secondary level and
24 maintains standards of instruction substantially equivalent to
25 those of the public high schools located in this State,
26 provided that the graduating class of an applicant under this

1 subsection (e) had at least 10 students graduate.
2     Subject to the other provisions of this Section, for the
3 2009-2010 academic year and each academic year thereafter, the
4 University shall admit an applicant for admission to the
5 University as an undergraduate student if the applicant
6 graduated in one of the 2 school years preceding the academic
7 year for which the applicant is applying for admission from an
8 approved high school with a grade point average in the top 10%
9 of the student's high school graduating class. To qualify for
10 admission under this subsection (e), an applicant must submit
11 an application before the expiration of any application filing
12 deadline established by the University. The University may
13 require the applicant to take the ACT, SAT, or another entrance
14 examination, but the University may not use the applicant's
15 scores on any of these tests for admission purposes. Admission
16 to the University under this subsection (e) does not entitle
17 the applicant to be admitted into a particular college of study
18 or department at the University.
19     After admitting an applicant under this subsection (e), the
20 University shall review the applicant's record and any other
21 factor the University considers appropriate to determine
22 whether the applicant may require additional preparation for
23 college-level work or would benefit from inclusion in a
24 retention program. The University may require a student so
25 identified to enroll during the summer immediately after the
26 student is admitted under this subsection (e) to participate in

3 student who is not determined to need additional preparation

9 Act is amended by changing Section 8e as follows:

7 changing Section 5-85 as follows:
 
8     (110 ILCS 660/5-85)
9     Sec. 5-85. Admission requirements.
10     (a) No new student shall be admitted to instruction in any
11 of the departments or colleges of the Chicago State University
12 unless such student also has satisfactorily completed:
13         (1) at least 15 units of high school coursework from
14     the following 5 categories:
15             (A) 4 years of English (emphasizing written and
16         oral communications and literature), of which up to 2
17         years may be collegiate level instruction;
18             (B) 3 years of social studies (emphasizing history
19         and government);
20             (C) 3 years of mathematics (introductory through
21         advanced algebra, geometry, trigonometry, or
22         fundamentals of computer programming);
23             (D) 3 years of science (laboratory sciences); and

8     demonstrates knowledge and skills substantially equivalent
9     to the knowledge and skills expected to be acquired in the
10     high school courses required for admission. The Board of
11     Trustees of Chicago State University shall not
12     discriminate in the University's admissions process
13     against an applicant for admission because of the
14     applicant's enrollment in a charter school established
15     under Article 27A of the School Code. Chicago State
16     University may also admit (i) applicants who did not have
17     an opportunity to complete the minimum college preparatory
18     curriculum in high school, and (ii) educationally
19     disadvantaged applicants who are admitted to the formal
20     organized special assistance programs that are tailored to
21     the needs of such students, providing that in either case,
22     the institution incorporates in the applicant's
23     baccalaureate curriculum courses or other academic
24     activities that compensate for course deficiencies; and
25         (3) except that up to 3 of 15 units of coursework

9             (A) 4 years of English (emphasizing written and
10         oral communications and literature), of which up to 2
11         years may be collegiate level instruction;

14             (C) 3 years of mathematics (introductory through
15         advanced algebra, geometry, trigonometry, or
16         fundamentals of computer programming);
17             (D) 3 years of science (laboratory sciences); and
18             (E) 2 years of electives in foreign language,
19         music, vocational education or art;
20         (2) except that Illinois State University may admit
21     individual applicants if it determines through assessment
22     or through evaluation based on learning outcomes of the
23     coursework taken, including vocational education courses
24     and courses taken in a charter school established under
25     Article 27A of the School Code, that the applicant

1     demonstrates knowledge and skills substantially equivalent
2     to the knowledge and skills expected to be acquired in the
3     high school courses required for admission. The Board of
4     Trustees of Illinois State University shall not
5     discriminate in the University's admissions process
6     against an applicant for admission because of the
7     applicant's enrollment in a charter school established
8     under Article 27A of the School Code. Illinois State
9     University may also admit (i) applicants who did not have
10     an opportunity to complete the minimum college preparatory
11     curriculum in high school, and (ii) educationally
12     disadvantaged applicants who are admitted to the formal
13     organized special assistance programs that are tailored to
14     the needs of such students, providing that in either case,
15     the institution incorporates in the applicant's
16     baccalaureate curriculum courses or other academic
17     activities that compensate for course deficiencies; and
18         (3) except that up to 3 of 15 units of coursework
19     required by paragraph (1) of this subsection may be
20     distributed by deducting no more than one unit each from
21     the categories of social studies, mathematics, sciences
22     and electives and completing those 3 units in any of the 5
23     categories of coursework described in paragraph (1).
24     (b) When allocating funds, local boards of education shall
25 recognize their obligation to their students to offer the
26 coursework required by subsection (a).

1     (c) A student who has graduated from high school and has
2 scored within the University's accepted range on the ACT or SAT
3 shall not be required to take the high school level General
4 Educational Development (GED) Test as a prerequisite to
5 admission.
6     (d) In this subsection (d), "approved high school" means a
7 public high school located in this State or a high school
8 located in this State (whether designated as a high school,
9 secondary school, academy, preparatory school, or otherwise)
10 that, in the judgment of the State Superintendent of Education,
11 provides a course of instruction at the secondary level and
12 maintains standards of instruction substantially equivalent to
13 those of the public high schools located in this State,
14 provided that the graduating class of an applicant under this
15 subsection (d) had at least 10 students graduate.
16     Subject to the other provisions of this Section, for the
17 2009-2010 academic year and each academic year thereafter, the
18 University shall admit an applicant for admission to the
19 University as an undergraduate student if the applicant
20 graduated in one of the 2 school years preceding the academic
21 year for which the applicant is applying for admission from an
22 approved high school with a grade point average in the top 10%
23 of the student's high school graduating class. To qualify for
24 admission under this subsection (d), an applicant must submit
25 an application before the expiration of any application filing
26 deadline established by the University. The University may

1 require the applicant to take the ACT, SAT, or another entrance
2 examination, but the University may not use the applicant's
3 scores on any of these tests for admission purposes. Admission
4 to the University under this subsection (d) does not entitle
5 the applicant to be admitted into a particular college of study
6 or department at the University.
7     After admitting an applicant under this subsection (d), the
8 University shall review the applicant's record and any other
9 factor the University considers appropriate to determine
10 whether the applicant may require additional preparation for
11 college-level work or would benefit from inclusion in a
12 retention program. The University may require a student so
13 identified to enroll during the summer immediately after the
14 student is admitted under this subsection (d) to participate in
15 appropriate developmental and enrichment courses and
16 orientation programs. This subsection (d) does not prohibit a
17 student who is not determined to need additional preparation
18 for college-level work from enrolling, if the student chooses,
19 during the summer immediately after the student is admitted
20 under this subsection (d).
