220 ILCS 5/8-307 new










    Amends the Public Utilities Act. Provides that a public utility that overcharges a residential customer $500 or more, based on estimated meter reading, in any given billing period, including, but not limited to, monthly, bi-monthly, and semi-annual billing, must refund the overcharge, plus 5% interest, to the customer within 30 days after that billing period. Effective immediately.

    AN ACT concerning regulation.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Public Utilities Act is amended  by adding

Section 8-307 as follows:

    (220 ILCS 5/8-307  new)

    Sec. 8-307. Estimated billing for public utility service; 
8
penalties for overcharge. A public utility that overcharges a 
9
residential customer $500 or more, based on estimated meter 
10
reading, in any given billing period, including, but not 
11
limited to, monthly, bi-monthly, and semi-annual billing, must 
12
refund the overcharge, plus 5% interest, to the customer within 
13
30 days after that billing period.

    Section 99. Effective date. This Act takes effect upon 
15
becoming law.
