SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/8-307 new

    Amends the Public Utilities Act. Provides that a public utility that overcharges a residential customer $500 or more, based on estimated meter reading, in any given billing period, including, but not limited to, monthly, bi-monthly, and semi-annual billing, must refund the overcharge, plus 5% interest, to the customer within 30 days after that billing period. Effective immediately.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public Utilities Act is amended by adding
5 Section 8-307 as follows:
 
6     (220 ILCS 5/8-307 new)
7     Sec. 8-307. Estimated billing for public utility service;
8 penalties for overcharge. A public utility that overcharges a
9 residential customer $500 or more, based on estimated meter
10 reading, in any given billing period, including, but not
11 limited to, monthly, bi-monthly, and semi-annual billing, must
12 refund the overcharge, plus 5% interest, to the customer within
13 30 days after that billing period.
 
14     Section 99. Effective date. This Act takes effect upon
15 becoming law.
