| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Interscholastic Athletic Organization Act |
5 |
| is amended by changing the title of the Act and Sections 0.01 |
6 |
| and 1 and by adding Section 0.05 as follows:
|

| Sec. 0.01. Short title. This Act may be cited as the

| Interscholastic Athletic and Academic Organization Act.

| Sec. 0.05. Regulation of news media. |
16 |
| (a) For the purposes of this Section, "news media" means |
17 |
| personnel of a newspaper or other periodical issued at regular |
18 |
| intervals (whether in print or electronic format), a news |
19 |
| service (whether in print or electronic format), a radio |
20 |
| station, a television station, a television network, a |
21 |
| community antenna-television service, or a person or |

| corporation engaged in making news reels or other motion |
2 |
| picture news for public showing. |

| (b) No public elementary or public secondary school in this |
4 |
| State nor any association or other entity that sponsors, |
5 |
| regulates, or in any manner provides for interscholastic |
6 |
| athletic, academic, or other form of competition among schools |
7 |
| and students within this State may infringe upon or attempt to |
8 |
| regulate in any manner the dissemination of news or the use of |
9 |
| visual images by the news media of interscholastic athletic, |
10 |
| academic, or other form of competition among schools and |
11 |
| students within this State.

| Sec. 1. Payment of dues or fees. No membership or other |
14 |
| dues or fees shall be paid by the
governing body of any public |
15 |
| elementary or public secondary school in this
State to any |
16 |
| association or other entity which has as one of its purposes
|
17 |
| promoting, sponsoring, regulating or in any manner providing |
18 |
| for
interscholastic athletic, academic, or other athletics or |
19 |
| any form of athletic competition among schools
and students |
20 |
| within this State if such association or other entity adopts
or |
21 |
| maintains in effect any bylaw, rule, regulation or policy which
|
22 |
| designates or requires a member to designate its school |
23 |
| principal or any
other school administrator as the |
24 |
| representative of the member who alone is
entitled to cast the |
25 |
| vote of the member on any matter coming before such
association |

| or entity which is to be determined by a vote of its general
|
2 |
| membership; provided, that the provisions of this Section shall |
3 |
| not apply
if the bylaws, rules, regulations or policies of such |
4 |
| association or
entity, as adopted and applied: (i) authorize |
5 |
| the governing board of each
secondary school which is a member |
6 |
| of the association or entity to appoint,
as the allotted |
7 |
| representative of such secondary school entitled to cast its
|
8 |
| vote on any matter coming before the association or entity |
9 |
| which is to be
determined by a vote of its general membership, |
10 |
| any coach, athletic
director, teacher, principal or other |
11 |
| school administrator employed at the
secondary school which the |
12 |
| governing body chooses to appoint as such
representative, and |
13 |
| (ii) provide that if no representative of a member is
so |
14 |
| appointed by its governing body, that the school principal of |
15 |
| the member
shall be its representative authorized to cast its |
16 |
| vote unless and until
the governing body shall otherwise |
17 |
| appoint.

| Section 99. Effective date. This Act takes effect upon |
20 |
| becoming law.
